GIS/IM Coordinator
Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a Geographical Information Systems and Information Management (GIS/IM) Coordinator for its Country Office at Cox’sBazar.

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
The Geographical Information Systems and Information Management (GIS/IM) Coordinator will be tasked to support the work of the Camp Management, Shelter/infrastructure and Protection teams in Cox’s Bazar. Through the sourcing, storage, analysis and visualization of spatial and aspatial data, the GIS/IM Coordinator will support the programs in performing analysis, promoting and undertaking evidence-based decisions based on available and collected data and creating mapping products that will aid the wider humanitarian community. The GIS/IM Coordinator will engage with the wider information management community for the Rohingya Refugee Response promoting best practices. Training and capacity building on GIS, information management and wider data skills will be delivered to the team by the GIS/IM Coordinator.
Responsibilities:
1. GIS
- Identify map information needs, check their availability and ensure they are shared with the relevant teams. In the absence of the requested maps, prepare and develop the needed maps and/or information, ensuring accurate linkages between spatial databases and wider data;
- Supervise and monitor mapping related data collection; Conceptualize methodologies for collecting data in the field, according to need; Organize and supervise GIS tasks in camps; Monitor accuracy of data collected;
- Ensure all tools, maps and data sets available in the response are shared with the program teams. This includes coordination with REACH, IOM and UNHCR.
- Cross check data collected in the field, ensure regular updates and solve eventual discrepancies.
- Support the CCCM team in developing maps with sub boundaries based on population data. · GIS Staff Management - Supervising the activities of subordinate GIS staff, including GIS/IM assistants.
2. Database/Information Management
- Manage the maintenance of database(s) for the consolidation of all assessment-related and GIS data in country.
- Ensure the capitalization of tools and procedures related to mapping and databases.
- Support the assessment team in the collection and management of spatial datasets, verification and update of the collected data.
- Monitor the accuracy of collected data.
- Support the CCCM team to develop monthly camp profiles including maps, contacts and population data.
- Support the teams in data analysis and developing fact sheets to present finding using infographics.
- Ensure all tools and existing external data/maps are available and accessible to the different unit within DRC. · Extract DRC camp specific data from available external datasets.
3. Technical Support
- Contribute towards the identification and implementation of effective and adapted technical solutions and partnerships.
- Provide technical backstopping to the program team as required.
- Provide capacity-building to teams related to information management and GIS skillsets.
- Support teams to use Kobo for assessments and reports.
- Support the Shelter/Infrastructure team to conduct technical assessment using specific programs in coordination with UNHCR/IOM. · Work closely with the program teams to identify support needed in data management and or GIS requests.
4. Internal Communication Processes
- The GIS/IM Coordinator will liaise with the DRC team in Bangladesh to guarantee a quality product that suits the needs of the team. He/she will respond to information requests and output review feedback from the DRC team in Bangladesh.
5. External engagement
- Liaise with external actors to ensure that duplication of mapping or assessment activities do not overlap.
- Source data created by external actors, and use them to support the decision making and activities of the DRC team and where appropriate share our own data or findings with relevant actors.
- Participate in external IM/GIS related coordination meetings and liaise with the available IM staff within the different sectors. · Liaise with IOM/NPM and REACH for coordination purposes.
6. Confidentiality and Data Protection
- The GIS/IM Coordinator will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.
About you
Experience and technical competencies:
- 2 years of experience in GIS / Database management, preferably in humanitarian context
- Previous experience with mobile data collection (ODK, ONA, KOBO)
- Knowledge of analytical software packages (R, SPSS, Stata, Tableau, etc.)
- Knowledge of Adobe Illustrator and InDesign
- Knowledge of JavaScript and related libraries (D3, Leaflet) for development of interactive webmaps and dashboards
- Good team management skills
- Prior practical experience in training/coaching, ensuring that technical language can be passed easily to others from a non-technical background is a must.
- Familiarity with the aid system, and understanding of donor and governmental requirements an asset
- Prior knowledge of the region an asset
- Good organizational and communication skills with international and national staff
Education:
- Master degree in Geography/GIS or a related discipline
