NRC in Bangladesh
About the position
We are looking for a dynamic and self-motivated Programme Development Manager to oversee the setup of NRC’s Camp Management programme in the Rohingya response in Bangladesh. The PDM will lead a large team of international and national staff in a complex and rapidly growing emergency response, and will contribute to develop NRC’s presence and programme in the largest refugee site in the world.
- Camp-level coordination and camp operations
- Establishing, strengthening and monitoring an effective and transparent coordination system within the camps where NRC operates, including coordination of multi-sectorial service provision.
- Ensuring that roles and responsibilities in the camps where NRC operates are clear and understood by all stakeholders.
- Developing specific Standard Operating Procedures for and coordinating various activities in the camps, including multi-sector complaint and feedback mechanism, facility monitoring, relocation and plot allocation.
- Mapping and monitoring service provision in the camps against agreed upon guidelines, standards and indicators with the view to improving quality of the response, promoting accountability of actors and ultimately upholding the dignity of the refugee population.
- Ensuring the implementation of emergency preparedness and response measures in view of monsoon and cyclone seasons, such as training of safety volunteer units and cyclone preparedness program volunteers in the camps.
- When gaps in service provision are identified, reaching out to service providers and sector coordinators and advocating for timely intervention.
- Community participation and communication with communities (CwC)
- Promoting the participation of the refugee population in the community representation structures created at camp level, with particular emphasis on meaningful inclusion of female refugees. This may include facilitating the organization of community consultations and/or elections within the camp, as well as building the capacity of selected community representatives.
- Fostering accountability to affected populations, including through the dissemination of relevant information to the refugee population and the setup of complaints and feedback mechanisms.
- Monitoring and ensuring that community representatives act and behave according to the agreed-upon Code of Conduct.
- Implementing various CwC activities with the objective of providing accurate and timely information to the refugee population and gathering their feedback on issues, priorities and risks in needs of attention within the camps.
- Promoting participatory approaches in the identification and prioritization of needs by the camp population, such as focus group discussions, participatory assessments and safety audits.
- Supporting the development of effective community-based referral mechanisms for persons with special needs in close collaboration with protection actors.
- Site development and camp care and maintenance – with the support of the Site Development Coordinator
- In coordination with the IOM Site Planning Unit, providing inputs into camp decongestion and reconfiguration plans as per needs.
- Overseeing that key camp infrastructure to facilitate access to services and improve safety is setup and maintained. This includes the implementation of landslide and flood mitigation measures (e.g. retention walls, stabilization works, secondary drainage channels, etc.) and tree planting schemes, the installation of pedestrian water crossing, solar lights and fences, the reinforcement and rehabilitation of pedestrian pathways and the retro-fitting of communal facilities as temporary collective shelters.
- Taking the lead on site preparation, including family plot levelling and demarcation
- Ensuring that physical barriers and obstacles are removed/mitigated, so that persons with disability and mobility impairments can access services and communal facilities within the camps.
- Social cohesion
- If required and in coordination with protection actors, setting up mechanisms and strategies to defuse tension and encourage peaceful dialogue between different refugee groups living in the camps and between refugees and surroundings host communities.
- Capacity building
- Building the capacity of the NRC Camp Management team through regular trainings, coaching and on-the-job mentorship.
- Strengthening the knowledge and understanding of camp management roles and responsibilities among camp stakeholders (CiC, humanitarian agencies, community representatives, etc.).
- Promotion of durable solutions
- If required and as part of a response-wide strategy to identify and promote durable solutions for the refugee population, supporting evidence-based decision-making through the conduction of intention surveys in the camps.
External representation
Representing NRC in the Site Management Sector by participating in Sector meetings, meetings between Site Management Support agencies and CiCs and in IOM partner meetings.
Contributing to the development of the Site Management Sector knowledge and expertise by participating in the works of relevant thematic working groups.
Liaising with the IOM Site Management and Site Development department for reporting, requests for support (when needed) and programmatic harmonization across the camps in the IOM Area of Responsibility.
Upon request, supporting the Area Manager and Country Director during donor visits.
Our ideal candidate
We are looking for a Camp Management professional with minimum 3-5 years of experience implementing programmes in a humanitarian setting. In addition to this you should have:
Higher education, preferably within social science or related fields of study;
Good understanding of humanitarian advocacy mechanisms;
Proven experience in proposal development and good understanding of UN donors’ requirements
Strong inter-personal skills, working well both in teams and independently;
Excellent team management skills and previous experience in managing international staff;
Able to work under pressure and good at timely decision making;
Strong analytical and drafting skills;
Experience in training facilitation and capacity-building;
Excellent written and spoken English.
Context related skills, knowledge and experience:
- Excellent understanding of information management systems, tools and methodologies in a humanitarian setting;
- Previous experience in establishing community representation structures in camps and camp-like settings;
- Familiarity with the humanitarian architecture in refugee and IDP responses and with humanitarian principles;
- Willingness to travel to the field on a daily basis and work in a potentially insecure environment;
- Experience with start-up programmes;
- Previous experience in Bangladesh is an advantage.
