DIMENSIONS:
· Supervising day to day transaction processing in Cox’s Bazar office
· Interpreting and analysing reports for the emergency operation for senior managers in the emergency program
- Handling queries (general) - wide-ranging internal and external, including detailed information.
- Contributing to procedures and strategy.
· Identifying finance risks and providing clear management recommendations for prevention and corrective action.
· Ensuring compliance with all applicable financial and donor rules & regulations, local law and related reporting, as well as internal procedures.
· Ensuring that all staff are fully informed of their finance related obligations.
· Recommends solutions to diverse and complex problems within organisational policy.
· Impact of this role is significant within the humanitarian programme in terms of business processes being improved and simplified.
· Works collaboratively across various teams within the humanitarian response.

KEY RESPONSIBILITIES:
Strategic
· To ensure proper authorisation of payments, maintenance of cash and bank books, and preparation of monthly accounting returns.
· Supervise the Donor Contract Coordinator in the preparation and monitoring of the emergency response global budget
· Support the Donor Contract Coordinator to work with Regional/Country funding teams on donor proposals, preparation of donor reports and budget revisions when necessary
· Ensure adherence to Oxfam and donor financial requirements
- In collaboration with the Country Finance Manager set up field officer in areas of field operations including requisite systems and procedures such as cash books, bank accounts, monthly reconciliations and ensure Finance Staff in the field are adequately trained and supported
- Ensure security of bank, cash, and financial assets
- Work with logistics staff to ensure logistics system agrees to the financial minimum standards
- To ensure adequate financial resources at relevant programme sites including being responsible for cash management including top ups, cash transfers between sites etc.
- To review financial management capacity of non-finance and programme staff as well as partners and finance training and support as required.
- To assist in the preparation of monthly salary statements including the timely deduction and deposit of taxes, insurance and other statutory liabilities.
- To ensure proper balance sheet management including that up-to-date records of staff loans and advances, floats, liabilities etc
- To supervise year end processes
- To performance manage the Finance Team
Internal & External Audit Support
· Supports preparation and successful conclusion of internal and external auditing activities for the Country, Oxfam HQ and donor audit reporting.
· Reviews management comments for audit reports and supports BSM/HPC to monitor progress on work plans for implementation of audit recommendations from internal and external audits.
· Evaluates the adequacy of controls in Oxfam’s financial systems and makes recommendations as appropriate and necessary.
· As requested by the BSM, reviews systems and procedures across business areas and field offices recommending improvements to existing processes and procedures, where appropriate.
Legal Risk Management and Statutory Compliance
· In collaboration with Oxfam Legal Counsel and HQ, minimize legal risk to the organization and support to alleviate legal issues confronting the organization.
· Reviews and tests controls to ensure that Oxfam in Country systems are compliant with Oxfam Global policies, donor requirements, as well as local labour and procurement laws.
· Monitors prompt preparation and submission of all statutory returns, reports and tax compliance.
Capacity Building
· Supports induction and training of new staff on Oxfam’s finance systems, policies and procedures related to financial management
· Provides guidance to senior staff in financial matters
· Provides capacity building to own team and finance staff in field offices
SKILLS AND COMPETENCIES:
Essential
- Degree in Accounting, Auditing, Economics, Business Administration or related disciplines.
- Minimum of 5 years progressively responsible positions in an INGO finance operations team with at least 3 years’ experience of managing finance.
- Strong analytical skills and command over MS office
- Ability to develop and produce critical finance management tools to ensure excellent financial services to deliver the programme.
- Experience of managing donor schedules and production of donor reports.
- Proven knowledge and experience of computerised systems, preferably with accounting packages as well as advanced Excel skills.
- Excellent interpersonal skills; ability to work on own and within various teams.
- Proven ability to influence senior management, taking initiative and working independently as well as working well as a team player; demonstrably supporting members of other teams, responding quickly and accurately to queries and issues.
- Previous staff management experience
- Ability to manage competing tasks; ability to prioritise and produce high level output consistently.
- Excellent communication skills and fluency in both verbal and written English
- Good organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
- Well-developed conceptual, critical, problem solving and analytical thinking with the ability to convey complex information in a straightforward, interesting way, and influencing this to a wider audience.
- Commitment to Oxfam’s overall aims and policies and experience of promoting gender and the interests of marginalized people in all aspects of Oxfam’s work.
- A strong commitment to high standards of service delivery and customer care.
Desirable
- Knowledge of institutional donor requirements; ECHO, DfID, UN partner agreements, SIDA etc
