Context:
Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Manager and with the technical support from the Immigration and Border Management (IBM) Senior Regional Thematic Specialist in Bangkok, Thailand the successful candidate will be accountable and responsible for the planning, implementation, oversight, coordination and the monitoring and evaluation of the Immigration and Border Management Programming in IOM Bangladesh. Travel in the field for implementation of the project activities will be required.
Core Functions / Responsibilities:
Manage the overall implementation of IBM programmes of IOM Bangladesh in a timely manner, being responsible for the financial, administrative and technical oversight of the project, in line with IOM's policies and practices as well as donor requirements.
Establish and maintain strong partnerships and liaison with Government entities and relevant stakeholders.
Supervise project team in implementing activities, including reporting, monitoring and evaluation.
Plan, coordinate and monitor the project in close coordination with the relevant colleagues in IOM office, prepare and coordinate regular project reports in a timely manner in donor formats.
Ensure adequate information management on project related activities including project awareness raising and visibility; regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Communication Unit.
In coordination with Division Head, CoM and the Senior Immigration and Border Management Specialist, identify and promote strategic and technical partnerships with relevant Government entities, private sector and civil society partners, UN agencies and other stakeholders, to strengthen IOM’s immigration and border management portfolio in Bangladesh.
Ensure information sharing between IOM Bangladesh and the Regional Office, especially with the Senior Immigration and Border Management Specialist.
Undertake duty travel relating to project assessments, liaison with counterparts, project management and implementation, and problem resolution as required.
Represent IOM in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination, presentation and promotion of IOM activities.
Identify best practices and feasible as well as sustainable solutions to Support the Government of Bangladesh to strengthen the IT and network infrastructures of its border management information system.
Support and facilitate the development, contextualization and deliver of Data Management and other training plans, related training manuals & SOP in coordination with relevant Government counterparts for end users of all IBM systems developed.
Coordinate with IOM HQs and Regional Office and explore the feasibility of implementation in Bangladesh the Migration Information and Data Analysis System (MIDAS) and other IBM projects in line with IOM and donor requirements.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in border management (including border management technologies), travel and identity documents, biometric applications in the migration sector, and related areas;
• Knowledge on systems analysis and design, programming using Microsoft technologies and database management for border management solutions;
• General knowledge on systems that collect and use biometric information, particularly photographs and fingerprints;
• Experience with planning and delivering end-user training, IT administrators training and undertaking information systems support;
• Knowledge of IOM project financial management procedures and tools is an advantage;
• Experience in writing training plans, manuals, statements of works, standard operating procedures and detailed instructions;
• Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management is desired;
• A good understanding and previous experience with MIDAS would be an advantage.
Languages
Fluency in English is required. Working knowledge of Bangla is an advantage.
