Danish Refugee Council, one of the world’s leading humanitarian NGOs, is seeking a highly motivated and experienced individual to fill the position of Safety Advisor in Cox Bazar, Bangladesh.

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people globally.
Danish Refugee Council has been registered in Bangladesh since 2013 with a focus on responding to displacement and the Rohingya refugee influx. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

About the job

The Safety Advisor is responsible for the development and implementation of the DRC Safety Risk Management System (SRMS) throughout Bangladesh, in close cooperation with Country Director and Regional SA. This entails building effective collaboration with a diversity of stakeholders, ranging from including the UN Agencies, humanitarian partners, and other local authorities.

Your main duties and responsibilities will be:

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Responsibilities:

  • Facilitate Risk Assessments (RAs) and support the implementation of mitigation measures
  • Train and mentor the National Safety coordinator, in DRC and wider safety procedures.
  • Update and / or develop, and implement SOPs for a variety of situations and contingencies, including travel, communication, hibernation, relocation and medivac etc.
  • Implement the DRC Global safety policy in Bangladesh.
  • Review the Safety Level System (SLS) for the country.
  • Assist in the development of contextualized risk management policies, protocols and procedures
  • Facilitate programme access and continuity through the provision of informed advice
  • Manage safety related information and provide regular analysis and reporting through Country situation reports and advisories
  • Set up databases and maintain relevant safety documentation, data and records (training register, incident tracking, etc)
  • Develop, support and facilitate/deliver safety-related training
  • Mentor and provide technical supervision to DRC SFPs and other staff with safety management responsibilities
  • Coordinate and train the Crisis Management Team (CMT) at Country level, and support programme Incident Management Teams (IMTs)
  • Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits
  • Represent DRC at inter-agency fora
  • Act as the focal point for the procurement of safety-related equipment, facilities and other resources
  • Any other duties as directed by the Country Director

About you

To be successful in this role you must have the following;

  • Bachelor’s degree or its equivalent from a recognised university.
  • Specialised technical skills training in safety and security management.
  • A minimum of 5 years or more in safety and security management.
  • Experience working with NGOs/International Organizations in a safety management capacity
  • Computer software skills, including sound knowledge of Microsoft Excel and Power point
  • Excellent communication skills, both verbally and in writing, including negotiations and mediation
  • Previous experience as a trainer/instructor/teacher
  • Stable, moral and robust character and a good team-player
  • Experience working in multi-cultural work settings
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
  • Ability to work under pressure, with minimal supervision, and in a culturally diverse team;

We offer

  • Contract length: 3 months
  • Salary Level: A13 for an expatriate position. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to drc.ngo under Vacancies.
  • Designation of Duty Station: Cox’s Bazar
  • Start date: Immediately
