Bangladesh: Senior Program Manager – Education in Emergencies, Rohingya Response

The role:

The overall role of the Senior Programme Manager- Education in Emergencies (EiE) is to lead the scale-up and award implementation of Education component under Rohingya Response Program. The Senior Manager-EiE will report to the Senior Operations Manager and work in close collaboration with EiE Advisor. The role includes line management responsibility and will have delegated budget authority.

The Sr. Manager-EiE will provide both technical and management oversight to the staffs and national implementing partners under EiE component of this response including construction of TLC, training of teachers, setting up Community Education Committees, support to emergency curriculum (e.g. LWiE, ELM) and PSS/PFA. The incumbent will also provide day-to-day management, supervision, coordination, guidance and on the job training to the Programme Manager and Deputy Programme Managers. The post holder will be also responsible for leading the sectoral assessment, programme design and master budgeting, and support fundraising, recruitment and procurement. The role will manage both partnership and direct implementation.

Other key responsibilities include, s/he will contribute to Save the Children’s overall response strategy; ensure mainstreaming of DRR and promotion of life-saving messages and practices; provide support to develop high quality concept notes and proposals; establishing and maintaining liaison with different government, private and community level stakeholders and work closely with MEAL team to put accountability activities in place.

Qualifications and experience:

  • At least 7 years’ experience of delivering Education program preferably in humanitarian settings on which at least 3 years management experience
  • Demonstrated budget management experience of multiple awards, excellent knowledge on EiE project cycle management as well as designing successful EiE proposals and concept notes
  • Demonstrated experience of working through community participation systems and accountability; clear understanding on monitoring and evaluation (M&E), particularly on education programmes in emergency.
  • Proven capability of identifying main gaps in EiE and sound knowledge and experience of using established inter-agency standards in EiE, such as the INEE MS, LWiE, ELM, Life Skills, DRR, etcExperience in managing major donor projects, should have sufficient knowledge of institutional donors and clear, understanding of the donor compliance issues
  • Ability to work under pressure in a challenging environment, maintain a positive team dynamic, strengthening capacity of staffs as well as other stakeholders.
  • Excellent interpersonal-skills/ ability to represent the organization with local authorities and community leaders.
  • Strong communication skills with excellent written and spoken ability in English and proficiency in Microsoft Office (Word, Excel, Outlook) are other pre-requisites
  • Master’s Degree preferably in Education or Social Sciences or relevant discipline. Considering quality experience education may be relaxed.

Contract length:12 months with possibility of extension
