Job Title: Chief of Party, USDA CLEAN Project

Reports To: CLEAN Program Officer, Agriculture and Enterprise Group

Location: Vientiane, Laos

Job Summary:

  • Provides leadership, management, and technical oversight for all project activities and deliverables
  • Oversees project management systems for M&E, finance and administration, procurement, logistics, human resources and strategic operation
  • Ensures the completion of timely reports, evaluation, analyses, assessments, and deliverables that meet Winrock and USDA quality control/assurance standards and provides hands-on guidance and support to project activities and personnel

Essential Functions:

  • Serve as the project’s primary liaison to Winrock Home Office, other implementing partners in country, the government of Laos PDR, key government and nongovernment institutions and actors, and project stakeholders and counterparts in the public and private sectors
  • Supervise senior management team, technical and administrative staff, and subcontractors
  • Direct implementation of project activities and liaise with project teams to ensure technical coordination
  • Collaboratively create and implement a strategic, long-term programmatic vision
  • Ensure project assistance is technically sound and appropriate
  • Oversee project work planning, performance management, and strategic communications
  • Identify issues and risks related to project implementation in a timely manner and ensure appropriate project adjustments
  • Ensure the quality of project deliverables

Experience:

  • Minimum of 7 years of experience managing USDA- or USAID-funded agricultural projects of similar size and scope.
  • Demonstrated experience and leadership in the formation of market linkages, supply of technical assistance and inputs to smallholder producers, creating producer–market linkages, public-private partnerships and corresponding business/investment plans
  • Demonstrated knowledge and experience in establishing recognized food quality and safety standards for postharvest practices as well as experience in and working with private sector in agricultural development. Experience within or specific to Laos or Southeast Asia is strongly preferred.
  • Proven record of achieving development impact in similar projects focusing on GAP and export quality standards in commercial agribusiness, service provision, market development and investment promotion strongly preferred.

Knowledge, Skill & Ability Requirements:

  • Excellent leadership and communication skills
  • Excellent budget management skills for large, complex projects
  • Excellent oral and written communication skills in English
  • Willingness to travel
