Regional Program Manager

The Program
BEQUAL directly supports the education priorities of the Laos government described in the Education Sector Development Plan prepared by the Ministry of Education and Sports and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases.
The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new curriculum for grades 1–5. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups.
The Position

The Regional Program Manager will manage the implementation of program activities in the specific target region in which s/he is located. This involves managing, coordinating monitoring and quality assurance delivery at sub-national level of the program activities including small grants, distribution of the new curriculum support materials, training and professional development for the new curriculum, and induction for new teachers. The position will manage up to two coordinators.
The RPM will represent BEQUAL locally, and plays a key role in coordinating, supporting and monitoring the inputs of the various implementers at sub-national level: Provincial Education Sports Services, District Education Sports Bureaus, Teacher Training Colleges, Village Education Development Committees, and development partners active in the region.
The Person
The ideal candidate will have a teaching diploma, a degree in Education (or related field) or equivalent professional experience and demonstrate significant experience in the education sector or another public sector in Lao, PDR. Along with your demonstrated practical experience coordinating programs or initiatives with an international project and your capacity to manage human and financial resources, you will demonstrate established networks in the education community at either/both national and sub national levels.
Coupled with your proven problem-solving skills and fluency in both Lao and English languages, you will display excellent communication and interpersonal skills with the ability to communicate effectively in a multicultural, multinational environment and in a cross functional team.
Knowledge of DFAT-mandated standards in relation to gender equity, disability and social inclusion and a willingness to undertake frequent field travel to other provinces, districts and schools is essential.
