Human Resources Manager

The Program
BEQUAL directly supports the education priorities of the Laos government described in the Education Sector Development Plan prepared by the Ministry of Education and Sports and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases.
The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new curriculum for grades 1–5. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups.
The Position

Reporting directly to the Operations Manager, the Human Resource Manager (HRM) will have responsibility for leading the implementation of HR policies and process, including, having responsibility for the application of the Child Protection and Safeguarding policy for the BEQUAL Program. Partnering with BEQUAL managers, you will manage the timely and effective recruitment and selection of all National staff. In alignment with Coffey policy and the Lao Labour law, the HRM will ensure good performance and management of National staff by ensuring the implementation of relevant allowances and benefits. With support from the Coffey Human Resource Team in Adelaide, Australia, the HRM will ensure the effective implementation of, and compliance with, Coffey’s project HR policies, procedures and systems for the BEQUAL program including induction, leave management, performance management, learning and development and exit procedures.
The Person
The ideal candidate will have tertiary qualifications in Business or Human Resources (or equivalent) and demonstrate a minimum of five years’ experience in human resource management and coordination, preferably for a donor funded program or international organisation. Along with a strong understanding of the Lao Labour Law, the successful candidate will have sound knowledge of good practice in human resource management, demonstrated experience in recruitment and selection and the implementation of HR policies and procedure with the ability to facilitate solutions and reconciliation.
Coupled with your demonstrated practical experience in HR planning, recruitment, induction, training and performance management, you will display experience developing and implementing HR policy, procedure and systems that address gender equality, inclusion and child protection. You will demonstrate the ability to meet reporting timelines, display excellent communication skills and the ability to communicate effectively in a multicultural, multinational environment and in a cross functional team.
