Bangladesh: Programme Manager - Infant & Young Child Feeding in Emergencies Bangladesh

About the role: This is a 12 month unaccompanied role with terms based in Cox’s Bazar, Bangladesh at Grade 3 and a salary range €35,811 – €39,790

You will report to the Emergency Director and work closely with the Nutrition Advisor and the Emergency Programme Manager. We would like you to start as soon as possible.

Your purpose: The Infant and Young Child Feeding in Emergencies (IYCF-E) Manager will be responsible for the overall implementation of infant and young child feeding (IYCF) programming in Cox Bazaar, in relation to the emergency response (IYCF-E). S/He is expected to ensure all activities are implemented with a high degree of quality, in line with national guidelines and international standards. S/He will be required to keep up-to-date with any changes in global and national policies and oversee the strategic direction of the programme.

You will be responsible for:

Programme Development & Design:

  • Support and/ or lead on the development of proposals and report writing in relation to IYCF-E

  • Lead program planning in relation to IYCF-E and provide strategic direction to the implementation of IYCF-E in the programmatic areas,

  • Conduct an in-depth analysis of IYCF practices in the target population (using a Knowledge Attitude and Practice (KAP), Barrier Analysis (BA), Breastmilk Substitute (BMS) Supply Analysis or additional survey methods),

  • Develop an IYCF implementation strategy/ plan based on this analysis;

  • Develop a comprehensive M&E framework that uses IYCF standard indicators for monitoring the process, achieved outputs and outcomes, and makes findings available for programming,

  • Work collaboratively with colleagues to ensure advocacy, mainstreaming, M&E and excellence within Concern’s work. Including, but not limited to:

  • Ensuring compliance at all times with Concern’s Programme Participant Policy (P4).

Nutrition Programming & Strategy

  • Ensure that the families of malnourished children attending OTP services and at community level receive appropriate counselling, education concerning the IYCF to a high level of quality

  • Ensure that all components of the program are functioning properly, providing quality care to all the beneficiaries while respecting guidelines and principles of good practice e.g. the Operational Guidance on IYCF-E, Bangladesh IYCF strategy (updated draft) the International Code of Marketing of Breastmilk Substitutes and subsequent relevant resolutions, and SPHERE 2011.

  • Monitor and ensure appropriate use of breastmilk substitutes, implementation of Breastfeeding Support (BFS), and reporting mechanism of BMS violation, establish clear eligibility for BMS use

  • Develop preparedness plans for monsoon interventions on IYCF support and management of particular vulnerable children

Training & Capacity Development

  • Train all nutrition staff on IYCF-E protocols, practices and nutrition counselling techniques, and provide follow up mentoring in this regard

Technical Representation & Networking

  • Support all cluster work in relation to IYCF and any IYCF technical working group activities.

  • Explore additional programmatic initiatives such as linkages with Management of At Risk Mothers and Infants (MAMI), Care groups etc.

Ensure consistency with Concern’s policies, strategies, etc.:

  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc.)

  • Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.

Your skills and experience will include:

Essential:

  • Master’s degree in Nutrition or Public Health or equivalent will be preferred
  • At least 3-5 years progressively responsible work experience in the area of IYCF.
  • Experience with community mobilization and IYCF behaviour change approaches.
  • Experience in working with team and governments.
  • Have good knowledge on Rohingya refugee programmes.
  • Strong verbal and written skills in English.

Desirable:

  • Experience working in Bangladesh and in Emergency Camp Settings
