ABOUT THE MISSION IN BANGLADESH

SOLIDARITES INTERNATIONAL (SI) opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.

SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.

SI strategy for 2017 focuses on 3 axes:

  • Emergency preparedness in SI's working areas and emergency response (ER) in all the country.
  • Integrated WASH/FSL approach with DRR as a mainstream in all current and future projects.
  • Local advocacy approach in Cox's Bazar and at national level to sensitize the stakeholders about protection issues and humanitarian priorities in Bangladesh.

SI is currently implementing five projects in different areas of intervention:

  • In Dhaka: a WASH pilot project on water quality
  • In Cox's Bazaar District: WASH, FSL and DRR programs
  • emergency projects in response to the new Rohingya influx fleeing persecutions in Myanmar .
  • In Stakhira District: WASH, FSL and DRR programs

SI strategy focuses on 3 axes:

ABOUT THE JOB...

The Protection coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for the whole activities.

He/she specifically the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.

He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country.He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques**.**

RESPONSIBILITIES:

Strategic orientation

  • Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
  • Propose and organize diagnostic missions.
  • Support the head of mission in the monitoring and analysis of SI intervention sectors and the analysis of the donors’ strategies for the organization’s activities.

Relevance and quality of projects

  • Propose and organize evaluation missions
  • Approve the technical approaches and aspects of projects.
  • Ensure that all programs are implemented respecting Solidarités International annual operational strategy, technical requirements, and the criteria stipulated by financial backers.
  • Develop team capacities with techniques and new methodologies

Coordination, technical support and operational monitoring

  • Ensure that resources from the Tool Box are used correctly in the management of the project cycle.
  • Ensure that the planning and monitoring timetable is consolidated / validated
  • Approve the quality criteria and performance indicators of the programs proposed by the program managers.
  • Ensure that monitoring indicators are in place and relevant
  • Provide a technical and methodological support to program managers for the planning and implementation of programs
  • Supervise and support the program managers, monitor and evaluate activities implemented
  • Propose the reorientation of activities according to changing context and indicators

Capitalization

  • Ensure that SI’s capitalization tools are correctly used and disseminated throughout the headquarters (technical unit and desks)
  • Participate in the centralization and dissemination of procedures, guides and tools linked to activities
  • Propose improvements to existing tools
  • Form a network of experts, develop technical partnerships with others actors in the intervention zone and regularly keep the technical unit informed
  • In coordination with the technical unit, capitalize on the intervention methods and techniques, and on the experiences acquired by SI and others actors in the field.
  • Ensure that handover reports are written by all program managers before the end of their contract and that these are sent to headquarters

Personnel management

  • The team is one PM and 18 officers. Protection Volunteers also operate in the camps.
  • In conjunction with HQ HR, define the prerequisites for technical position openings and adapt existing criteria if necessary.
  • Welcome and brief expatriates working on the programs
  • Identify training requirements within the programs’ teams and the resources available locally
  • Implement technical training in line with operational needs and the training requirements identified

Reporting / communication / representation

  • Support the Head of Mission with fundraising and the negotiation and examination of project proposals relating to his/her activity
  • Convey information to the relevant authorities on security matters or any event having a possible consequence on SI activities and the security of the teams.
  • Consolidate activity reports and supervise the preparation of reports and/or amendments
  • Ensure that all reports are delivered on time and in the correct format
  • In conjunction with the HoM, establish and maintain a communication network and good relations with local/government authorities, donors representatives, UN agencies and other international agencies
  • Ensure that SI is represented at all meetings or forums concerning SI programs
  • Represent SI when asked and/or delegated to do so
  • Reply to HQ requests regarding specific needs

SPECIFIC STAKES AND CHALLENGES

  • The position of Protection Coordinator is to oversee the technical aspects of project implementation, respond to technical challenges, capacity build the knowledge of the team, take the lead on designing methodology, tools and additional guidelines as well as providing external representation in appropriate working groups, meetings and ad hoc workshops related to protection.
  • A key challenge for Protection Coordinator role is designing, launching and completing the process of integrated activities with the WASH and FSL sectors to ensure that SI continues to ensure inclusion throughout its core mandate.
  • The position holder will be expected to provide full toolkits per sector on integrated approaches, activities, indicators and trainings so the other teams are sensitized. Remove SI from the main protection sphere within Cox Bazaar Coordination whilst ensuring a strong exit strategy on all levels.

YOUR PROFILE

Master's degree is in related field, but field experience in leadership functions is imperative: programme coordination, technical coordination, field coordination

Technical skill and competence:

  • Extensive knowledge about project cycle management and monitoring tools
  • An ability to reflect on and learn from own performance and the performance of the program; and to act upon that learning
  • An ability to analyze information quickly and accurately
  • Good problem solving skills in day to day and crisis situations
  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines
  • A good understanding of DRR and climate change issues
  • Confident and proficient in the use of MS Office, Excel
  • Extensive report writing skills in English
  • Capacity to deal with many different issues, programs, sectors, to self- update and learn very quickly from a highly and constantly evolving environment
  • Strong representation / public relation skills

  • Integrated protection

  • Capacity building trainings and ToTs
  • Designing methodologies for changing contexts
  • Strong communication and strategy skills for external and internal representation
  • Knowledge of protection within emergency and developmental contexts would be an asset.

Language : Strong communication skills, with excellent written and spoken English

SI WILL OFFER YOU ...

A salaried post:
According to experience, starting from 2640 euros gross per month (2400 base salary + 10% annual leave allowance paid monthly)
+100€/year of humanitarian experience at the same position
+50€/year of experience at a humanitarian position which has helped to reach the current level
and a monthly Per Diem of 450 USD

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Vacation:
During the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
