The Program Manager for the OFDA-Funded Host Community Infrastructure and DRR Project in Coz's Bazar District in Bangladesh is responsible for overall project management and technical guidance for implementation of all the project activities. S/He ensures quality of project outputs in line with CARE’s programming principles. S/He oversees all aspects of the project including project cycle (planning, implementation, monitoring & evaluation), management of the grants in line with contractual obligation with OFDA and program support components (financial management, budget tracking, logistics, procurement and human resources issues (recruitment & team management) and risk management. S/He ensures team pro-actively plan and implement program and program support activities in project target and budget as outlined in the project document. S/He ensures effective coordination with relevant departments within CARE US, Country Office, Cox’s Bazar Office, Donor, Local Government Authorities, Host Communities and relevant sectors within the Refugee Response.

S/He ensures systems and processes are in place for the quality program management, wellbeing and safety of all project staff, the proper stewardship of OFDA-Host community project's resources and effective knowledge sharing and learning. The PM (Program Manager) should be proactive for achieving Gender Equity and Diversity and mainstreaming conflict sensitivity, fostering an organizational culture where CARE‘s core values - Respect, Integrity, Commitment and Excellence - are practiced in OFDA-Host community project, team work is promoted and all staff feels valued. S/he fosters strong working relationships with local and counterpart government officials, development parties and donors. The PM is also an integral part of the CARe Refugee Response Management Team and the SMT of the Cox's field office. The PM directly supervises senior program officers on DRR, WASH and Shelter, also senior officer of M&E, finance and procurement.

Purpose of the Position
The OFDA Shelter and WASH (Water, Sanitation & Hygiene) Program Manager will be responsible for overseeing, at all stages, the Shelter and WASH OFDA Host Community Project. This position will report to the Deputy Team Leader (DTL) of the Refugee Response Program in Bangladesh, and will be working alongside the WASH and Shelter Advisors, Sector Leads and other sector partners working in the refugee response program. S/He will be expected to ensure the local partners NGO delivers against their commitment and gets support to succeed. S/he will work closely with the local government authorities in Cox’s Bazar district and other government coordinating offices including the Refugee Relief and Repatriation Commission (RRRC). S/he will be accountable for accomplishing the project objectives and outcomes. The Program Manager ensures the overall success of the program by making sure the relevant partners team completes the defined activities while adhering to agreed humanitarian, accountability and SPHERE standards and contractual obligations; and that the project is completed on time, within budget and with acceptable quality. The Program Manager will also ensure that all Project activities are aligned with the overall CARE RRP strategy.

Key Outputs:
1) Successful achievement of all project outputs.
2) Timely reporting in line with contractual obligation.
3) Prudent management of all resources (people, finances and assets)
4) Effective management of relationship throughout the life of the project.

Reporting to the Deputy Team Leader the Program Manager (PM) will be based in the Cox’s Bazar district and lead the field-based team in collaboration with CARE partners’ staffs and volunteers.

Responsibilities:

  • Project Management (Plan, implement, review and reporting)
  • Contract, Financial, Asset Management
  • Monitoring, Evaluation, Accountability and Learning (MEAL)/ Quality and Accountability
  • Human Resources and Administration/ Team Management
  • Government Liaison/External Relations/ Coordination
  • CARE and International Standards and Policies

Qualifications:

  • Masters or Post Graduation Degree preferably in Civil Engineering, Humanitarian/Disaster Management. Additional training or diploma in relevant field.
  • MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology.
  • Proven technical experience in working in Environmental Engineering, and Water, Sanitation & Hygiene in a humanitarian setting
  • Previous experience with an INGO in a management capacity in the WASH and SHELTER sector, preferably in an emergency context
  • Proven understanding and management of OFDA technical requirements in WASH and SHELTER
  • Previous experience working directly with local partners, especially in a remote-management context
  • Minimum 7–8 years’ experience in project management in disaster risk reduction, climate change, institutional capacity building etc. projects
  • Experience of working with OFDA funded Infrastructure/ DRR/climate change projects.
  • Experience of using gender and women empowerment as cross cutting approach in development, DRR and resilience projects.
  • Experience in budget management of multi-year grants ensuring donor compliance.
  • Demonstrated capacity to work with teams, partners and other organizations to facilitate learning and knowledge development.
  • Experience in developing strong stakeholder relations with Local government, administration and civil society actors.
  • Strong communication, report writing and presentation skill in Bangla and English.
  • Experience in participatory development approaches including participatory planning, monitoring and evaluation.
  • Humanitarian aid experience in the WASH sector applied in emergency response operations
  • Environmental health engineering or relevant WASH specializations (level of academic training needed will vary according to situation, wide technical experience will be necessary).
  • Hydrology, water quality and testing (as needed).
  • Construction – including supervision.
  • High level of awareness of environmental health issues as applied to emergency settings, with special attention to the needs of women and children.
