Danish Refugee Council, one of the world’s leading humanitarian NGOs, is seeking a highly motivated and experienced individual to fill the position of Protection Project Manager - GBV in Cox Bazar, Bangladesh.

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people globally.
Danish Refugee Council has been registered in Bangladesh since 2013 with a focus on responding to displacement and the Rohingya refugee influx. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

About the job

The Protection Project Manager - Gender-Based Violence (GBV) is responsible for the effective day to day planning, implementation, and monitoring and evaluation of DRC’s GBV programming in the assigned locations. The GBV Manager will ensure technical and operational management of DRC’s GBV intervention through case management. The GBV Manager will play a key role in capacity building and mentoring gender-based violence staff and potential partner staff. Further the GBV Manager will contribute to the development of DRC’s strategy and develop GBV related proposals and engage with other protection actors within the protection sector to ensure effective coordination and collaboration externally and internally with DRC’s CCCM/SMS and Shelter/Infrastructure interventions.
The Protection Project Manager – GBV directly reports to the Protection Manager and supervises the GBV team.

Your main duties and responsibilities will be:

The responsibilities listed in the Job description are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Program Implementation

  • Overall day-to-day management of DRC’s GBV programme and direct line management of national GBV staff. This includes coaching, ensuring co-ordination between staff in various geographical areas, recruiting, and developing staff capacity.
  • Initial focus on capacity building of staff on GBV, case management, PSS, protection principles, and humanitarian principles.
  • Developing SOPs and response protocols/practice for technical GBV programming including prevention, case management, crisis response and referral systems, ensuring Do No Harm through effective training and phased approach to implementation of response.
  • Conduct assessments in new areas to determine GBV protection programming needs and produce and disseminate survey/ assessment reports in a timely manner.
  • Liaise with relevant departments (such as Logistics, Finance-Administration, Human Resources and Safety) to facilitate the required resources to be allocated to the program to permit an efficient and effective implementation of DRC protection operations.
  • Develop concrete initiatives to reduce GBV risks and specific strategies to build upon assets/capacities/initiatives within the refugee and host community population.
  • Assess GBV protection needs and identify problems/gaps and propose/prioritize timely practical actions to respond to protection problems specific to GBV and/or gender more broadly.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.

Monitoring, Reporting and Development

  • Develop project monitoring tools in accordance with Inter-agency guidelines and GBV Sub-Sector strategic decisions.
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
  • Support implementation and ensure adherence to grant work plans, budget forecast plans and monitoring and evaluation plans.
  • Prepare and maintain/update detailed project specific work plan(s) to ensure that stated goals and objectives are met within the overall grant timeline and budget
  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC M&E purposes
  • Monitor financial spending and budgets for all GBV projects in Cox’s Bazar
  • Write donor and management reports on protection projects.
  • Ensure that the design and implementation of GBV activities address protection needs of refugees and other vulnerable populations within DRC’s mandate, and contribute to the relevant durable solutions.
  • Work closely with Protection Manager to develop quality proposals, concept notes, and budgets after request.
  • Contribute to gender mainstreaming internally and externally with partners that are in the same operational areas

Team management:

  • Directly supervise GBV team leaders and GBV officers and indirectly the entire GBV teams in Cox’s Bazar.
  • Conduct recruitment of GBV staff as needed.
  • Set clear objectives for GBV team and do timely performance evaluations.
  • Develop staff capacities on gender issues, protection issues, psychosocial support service provision, participatory protection data collection and monitoring, and inclusion of vulnerable groups though training, mentoring and coaching.
  • Conduct clinical supervision sessions with protection staff from multiple teams to contribute to supervision coverage of case management staff throughout the Protection Unit

Coordination and Representation

  • Contribute to the strategic direction of the DRC Protection Unit, in close collaboration with the DRC Protection Manager, including, participation in country level sector strategy planning as well as field level sector initiatives.
  • Coordinate with the local officials and services of the Ministry for Women and Children Affairs (MoWCA) and other relevant duty bearers as a component of service mapping and to ensure provision of accurate information to GBV case management clients, as well as to ensure effective referrals when requested by client.
  • Coordinate with key stakeholders on the provision of GBV services for refugees and other vulnerable populations and relevant contingency planning.
  • With the support for the DRC Protection Manager, ensure internal coordination and harmonization of DRC GBV-related activities with DRC’s broader humanitarian response – including CCCM, Shelter/NFI/infrastructure, general protection, community-based protection, and child protection.
  • Work closely with other agencies (UN, NGO, INGO, government) through the GBV Sub-Sector and MHPSS Working Group to contribute to common GBV standards in Cox’s Bazar region and develop appropriate common strategies and responses.
  • Promote improved understanding of GBV issues among all relevant stakeholders and ensure the observance of international protection and humanitarian law standards.

About you
To be successful in this role you must have the following;

Essential

  • A minimum of University or graduate degree in social work, psychology or other relevant field.
  • An excellent professional track record with a minimum of five years of work experience, with at least three years of overseas experience in a protection/managerial role; technical knowledge and significant experience working in refugee contexts delivering GBV services.
  • Knowledge of and experience with Gender-Based Violence Information Management System (GBVIMS) including understanding of conducting data collection within case management and community engagement activities, and data analysis.
  • Proven experience in Psychological First Aid (PFA) and Psychosocial Support (PSS)at level 3 of IASC MHPSS pyramid, in accordance with Interagency GBV Case Management Guidelines.
  • Proven experience capacity building and mentoring of staff; strong cultural sensitivity and experience working with persons from various backgrounds.
  • Demonstrated ability to think strategically, plan and manage own time effectively, prioritize and meet deadlines. High degree of flexibility with respect to working hours.
  • Excellent English writing ability and verbal skills for project proposals, reports, and communications.
  • Strong work ethic and ability to take responsibility for own actions.
  • Fluency in both written and spoken English.

Desirable

  • Experience working in the Cox’s Bazar Rohingya Response is an added advantage.

We offer

  • Contract length: Start 1st Nov. 2018 upto 31st March 2019
