Danish Refugee Council, one of the world’s leading humanitarian NGOs, is seeking a highly motivated and experienced individual to fill the position of Monitoring, Evaluation, Accountability & Learning Manager ( MEAL) Manager in Cox Bazar, Bangladesh.

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people globally.
Danish Refugee Council has been registered in Bangladesh since 2013 with a focus on responding to displacement and the Rohingya refugee influx. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

About the job

The MEAL manager overall responsibility in the country programme includes but not limited to; coordinating, improving and implementing monitoring & evaluation systems and managing the MEAL team. The post holder is also responsible for having minimum operating procedures and frameworks in place for M&E and accountability to beneficiaries. The post holder will be overall responsible for capacity development of the programme team in MEAL.
This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Your main duties and responsibilities will include;

Management and supervision

  • Lead and manage the MEAL team (including people planning, performance, well-being and development)
  • Provide technical support to field-based MEAL staff with a view to ensure coherence in data collection and analysis to support program development and quality
  • Coordination and oversight of all aspects of the MEAL processes
  • Oversee the process of needs assessments, baseline studies and impact assessments; working closely with technical advisors to ensure tools are in place.
  • Conduct periodic activity monitoring and site visits to the field to monitor data collection/implementation
  • Capacity building through training, feedback, coaching of programme staff in data collection, monitoring and analysis and accountability to beneficiaries
  • Enhance Monitoring/Evaluation & accountability capacity among staff to ensure accountability, facilitate planning and strengthen service delivery
  • Lead the development of Monitoring & Evaluation/Accountability to beneficiaries strategies, tools and ensuring coordination of the Monitoring & Evaluation teams input to the country strategy, proposals and reports. This requires working closely with the Area Manager and Technical PMs and Advisors.

Monitoring, evaluation & learning

  • Analyse the data gathered and write baseline and impact assessment reports; with support from Technical Advisors
  • Continuously improve and update data collection tools, so they can be used in the particular context
  • Review and implement DRC's Monitoring & Evaluation and Impact Assessment Framework
  • Provide technical support to programme staff during development of funding proposals particularly logframes and Monitoring & Evaluation frameworks and plans
  • Develop and maintain an Monitoring & Evaluation system, to measure achievement and progress towards program goals and results, which easily can be used in reports.
  • Assure quality of data collection and data entry processes
  • Manage the various databases and summary sheets to oversee measurement of achievement and progress toward program goals and results through the Monitoring & Evaluation system.
  • Provide technical support to ensure that DRC is able to articulate and document relevant best practices and assess performance regularly against agreed program objectives and indicators.
  • Ensure successful roll out and sound management of databases and information systems in all program areas
  • Assist in management of external evaluation processes from start to finish
  • Set up an knowledge management system; ensuring lessons learnt from programme implementation and shared and followed up to improve programming

Accountability

  • Responsible for drafting the Accountability and complaints and feedback response framework
  • Further develop existing guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting CFRM in the country
  • Ensure tools, processes and systems are in place for DRC to improve communication and accountability to beneficiaries
  • Serve as primary contact for all CFRM related issues for the mission
  • Produce/ oversee production of regular internal (and external) reports on complaint trends, response procedures, and relevant issues.
  • Work with HR and protection colleagues to ensure that DRC has in place procedures to ensure response to sensitive complaints received (Code of Conduct and SEA)
  • Roll out training and capacity building to staff on accountability to beneficiaries
  • Provide support to programme managers in reviewing information across projects, to ensure that feedback and complaints are taken into account in programme management decisions

As Manager the post-holder is responsible for the following;

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

About you
To be successful in this role you must have the following;

  • Minimum 5 years of relevant work experience in monitoring, programme design and accountability of humanitarian and development programme
  • Strong understanding of Monitoring & Evaluation and processes, including database management, reporting etc.
  • Practical experience in applying HAP and CHS principles to programming; with the ability to set up and refine accountability systems
  • At least 3 years' experience with people management; with the ability to lead and work with teams in rolling out M&E mechanisms
  • Solid experience in applying participatory methodologies
  • Experience of working with or providing support to partners and/or a partnership model of working
  • Demonstrable experience in the nurturing of organisational learning in programmes
  • Ability to receive and handle confidential and sensitive information (highly approachable, trustworthy and confidential)
  • Strong analytical skills (quantitative and qualitative information) with excellent skill in MS Word, Excel, Access and PowerPoint
  • Excellent interpersonal skills, with the ability to listen, communicate and present complex issues in simplified ways which is easily understood
  • Proven facilitation and capacity building skills with the ability to transfer knowledge to diverse audiences (staff and partners)
  • Proven ability to draft strategies and framework and improve learning and knowledge management
  • Proven understanding of research methodologies and the nature of evidence which will influence key decision makers in the area.
  • Goal orientated with the ability to work under pressure, ability to prioritize and commitment to meet deadlines.
  • Commitment to humanitarian principles and DRC values

We offer

  • Contract length: 13 months
  • Salary Level: A12 for an expatriate position. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to drc.ngo under Vacancies.

  • Start date: Mid Nov. 2018
