Background
Since August 2017, over 700,000 Rohingya refugees have fled large-scale, systematic violence and human rights abuses in Northern Rakhine State, Myanmar, and settled in makeshift camps in the Ukhiya and Teknaf sub-districts of Cox’s Bazar, Bangladesh. Approximately 55% of this new influx are children (UNHCR Population Factsheet, August 2018). After a dangerous journey, children have experienced and remain vulnerable to violence, abuse, exploitation, and neglect. Child protection authorities and agencies provide a range of support to Rohingya adolescents (aged 13-17 years), including adolescent friendly spaces, adolescent clubs, and life skills programmes etc.
Objective and Research Questions
The objective of this consultancy is to strengthen understanding amongst child protection agencies in Cox’s Bazar of the views and protection needs of displaced Rohingya adolescents living in camps and makeshift settlements. This inter-agency, qualitative assessment should contribute to improved design of child protection services. Suggested research questions include:
· What are the main protection risks facing adolescent Rohingya girls and boys?
· What are the main trends in knowledge, attitudes, and practices amongst adolescent Rohingya girls and boys about seeking support for child protection concerns?
· What are the views of adolescent Rohingya girls and boys about existing child protection services for adolescents?
· What are the recommendations of adolescent Rohingya girls and boys about how to strengthen existing child protection services for adolescents?
The assessment should be focused on child protection issues and include thematic issues identified by the adolescent contributors, e.g. recreation, education, sexual and reproductive health. It is hoped that the assessment will include a focus on Mental Health and Psychosocial Support as a priority integration focus in the Rohingya Response.
The assessment is expected to generate rich, experiential data to continue to build a complete picture of the specific risks and vulnerabilities faced by displaced adolescent Rohingya girls and boys. The findings and recommendations should inform child protection programme design at the inter-agency level.
Scope
The assessment should target displaced Rohingya girls and boys’ aged 13 to 17 years and take steps to reach the most marginalised children. As a result, purposive sampling to include adolescents with disabilities, housebound girls, children engaged in work, and child-headed households etc is recommended. Targetting should include both refugee and host community children and include children participating in the adolescent clubs and adolescent friendly spaces of Save the Children and one or two other national or international NGOs (to be confirmed). The sample size and locations will be determined by the consultant in consultation with Save the Children and participating authorities and agencies.
Deliverables
Key deliverables will include:
· Desk review of available secondary data;
· Write-up of participatory research design process;
· Inception report;
· Presentation of inception report to the Child Protection Sub-Sector;
· Data collection tools;
· Write-up of data collection capacity-building with adolescents;
· Clean data set;
· Data analysis framework;
· Write-up of validation workshop with adolescents; and
· Final report in English and Bangla that includes key findings and recommendations to strengthen programming.
Translation support is available, if requested in advance. Data collection and interaction with adolescents and Rohingya community members will need to be conducted in Chittagonian dialect and any capacity building of NGO staff and enumerators will need to be in Bangla and/or Chittagong dialect.
Timeframe and Approach
The consultant is expected to start as soon as possible and work remotely for 2-4 weeks and in Cox’s Bazar, Bangladesh over a period of 4-6 weeks. The consultant will be hosted by Save the Children and report to Save the Children’s Child Protection Technical Advisor. The consultant will work collaboratively with the Child Protection Sub-Sector. Throughout the inter-agency assessment, the consultant is expected to cultivate a sense of shared ownership amongst participating authorities and agencies through meaningful contributions and discussion.
The consultant should have the following skills and experience:
· Minimum 7 years’ child protection experience, of which 5 years in humanitarian or refugee contexts;
· Master’s degree in social work, social sciences, law or similar;
· Expertise in adolescent and youth programming including in emergency settings;
· Knowledge of participatory research methods;
· Proven ability to conduct inter-agency assessments;
· Good facilitation skills and ability to deliver briefings and trainings for a variety of audiences;
· Flexible work attitude and ability to work independently or within a small team;
· Ability to effectively communicate with a diverse and cross-cultural audience;
· A high level of written and spoken English, with ability to write clear and simple contextualised content; and
· Commitment to the mandate and principles of Save the Children.
