Background
Since 1978, several waves of Rohingya people have crossed the border from Myanmar, seeking protection in Bangladesh. In 2017, unprecedented numbers of new arrivals joined the refugees already in Cox's Bazar, bringing the total number of Rohingya in Bangladesh to nearly one million (UNHCR, Bangladesh Refugee Emergency Population Fact Sheet as of 14th June 2018, 2018). Since August 2017, over 700,000 Rohingya refugees have fled large-scale, systematic violence and human rights abuses in Northern Rakhine State, Myanmar, and settled in makeshift camps in the Ukhiya and Teknaf sub-districts of Cox's Bazar, Bangladesh. Approximately 55% of this new influx are children, thus placing children at the forefront of the emergency response (Ibid).
ROLE PURPOSE:
Save the Children provides child protection case management services, including for a large number of child survivors of sexual and gender-based violence (SGBV). The overall role of the SGBV Specialist is to integrate SGBV best practices and quality benchmarks in to the child protection case management approach, under the supervision of the Child Protection Advisor.
The SGBV Specialist will focus on building Save the Children's technical capacity and quality internally to provide quality support to child survivors. This role will include working with the Child Protection Case Management Specialist to integrate SGBV best practices in to capacity building plans and procedures. The SGBV Specialist will represent Save the Children in inter-agency forums.
QUALIFICATIONS AND EXPERIENCE
Essential
Education to MSc/MA/MEng level in Social Work, Gender Studies, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
Significant management or advisor level Child Protection experience working in emergency contexts or fragile states
Extensive experience providing GBV and CP case management services to children affected by emergencies
Previous first phase/large scale emergency response experience
Experience in psychosocial support programmes for children, MHPSS background a plus
Ability to identify the main gaps in services for children in the given context to inform a holistic response for children.
Experience of and commitment to working through systems of community participation and
Experience in capacity building and in adapting training for different audiences
Experience of representation and ability to represent SC effectively in external forums.
Excellent communication skills
Politically and culturally sensitive with qualities of patience, tact and diplomacy
A high level of written and spoken English
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable
Previous experience of working with Save the Children
Good working knowledge of the Inter-Agency Child Protection Information Management System and/or GBV information management
Experience or knowledge of working and living in relevant regions/contexts
Specific experience of working in interagency projects.
