Job Description
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. More than 671,000 people have crossed the border from Myanmar to Cox’s Bazar, Bangladesh since 25 August, and that number is still growing. The new arrivals arriving in Bangladesh are in urgent need of emergency shelter, food, access to clean water and sanitation, healthcare, protection and mental health support. The crisis is exacerbating, perpetuating and reinforcing already existing sex-based inequality and discrimination against women and girls, with women and girls experiencing increasingly high levels of risk and violence, including sexual violence, exploitation, intimate partner violence and trafficking. Life-saving, quality and age appropriate women-, girl- and survivor-cantered support and services are vital. The IRC are initiating an integrated sexual reproductive health and Gender-Based Violence program, enabling women and girls to receive lifesaving services under one roof.
PURPOSE
The Senior Maternal and Child Health (MCH) manager will be the team lead for all IRC sexual reproductive health projects and will take lead in the coordination effort of IRC reproductive health projects in Cox’s Bazar. She will support the implementation of IRC’s SRH projects cut across IRC health programs. The Senior MCH manager will support the SRH team to ensure the delivery of high quality sexual and reproductive healthcare services in all IRC supported facilities through the monitoring and mentorship of reproductive health team. She will be responsible for programmatic, operational, financial, and staffing aspects for the reproductive health team. She will be the primary focal point and responsible for representation with key actors in the field including the Ministry of Health, UN agencies and other NGOs.
MAJORRESPONSIBILITIES:
- Lead the implementation of quality RH project activities at all IRC supported facilities in the targeted areas
- Provide leadership, training, and guidance to staff and local partners to ensure programming meets best practice standards
- Design and lead assessments to ensure the voices of women and girls are incorporated into IRC’s RH program design
- Support proper RH data collection and recording in the IRC supported RH units and women centres, support the compilation of data and generation of quality RH reports on a regular and timely manner;
- Support the RH teams to develop awareness raising messages to promote uptake of emergency RH response services in a timely manner
- Promote coordination with the Women Protection and Empowerment (WPE) team and ensure RH is incorporated into mobile response
- Lead the development of proposals as needed
- Prepare and keep updated budget spent out plans in order to maintain program expenditure within budget
- Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organizations and other IRC sectors to enhance cooperation and coordination;
- Oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and hiring staff, developing staff performance objectives and conducting timely performance appraisals.

ANY OTHER ADDITIONAL RESPONSIBILITIES
- Represent the IRC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.
- Lead the development and oversee implementation of strong monitoring and evaluation systems. Lead the preparation of reports to the Supervisor and donors
- Ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time.
EXPERIENCE:
At least 3 years of experience in implementing and managing RH health programs, preferably in complex humanitarian and/or emergency settings.
Candidate should have the right to work in Bangladesh or existing work authorization
KNOWLEDGE, SKILLS & COMPETENCIES: Health professional (midwife, medical assistant or doctor) with strong Sexual and reproductive health care background.
Degree: Diploma; Bachelor; Masters
Concentration / Major: Midwifery, medicines or public health
PROFESSIONAL DEGREE / CERTIFICATION: Midwifery, medicines or public health.
