Purpose of Activity/Assignment:

Overall purpose of this consultancy is to provide technical support to Communication for Development (C4D) section around the activities which aims towards strengthening capacity of the local government institutions, including city corporations and relevant partners in local level planning, budgeting, implementation and monitoring programmes for children and adolescents.

Rational for hiring a consultant:

At present, C4D section is working in 37 Upazilas of 19 Districts to facilitate community engagement activities which will subsequently increase to 22 Districts. Orientations in four divisions have already been conducted and two more will be done in October 2018. Divisional level orientation will be followed by a series of district, upazila and union level capacity building initiatives and on-the-ground community engagement activities in bottleneck analysis, micro planning, coordinated SBCC planning, monitoring by the local level functionaries.

Besides, C4D section, along with other sections is also working in 8 City Corporations including Dhaka North, Dhaka South, Gazipur, Barisal, Sylhet, Khulna, Chittagong, Rangpur covering over 400,000 under privileged urban children. Under the urban programme, UNICEF is working on child responsive programmes which includes but not limited to child friendly city initiative, where C4D capacity building plays an important role. Also, the community engagement activities are being implemented and the capacity will be strengthened in these City Corporations the coming days.

In 2018-2019, C4D section also plans to provide technical support to frontline workers and community mobilizers in strengthening capacity on Interpersonal Communication (IPC), community mobilization, SBCC skills and tools necessary to reinforce key care practices within families and in communities.

All these capacity building initiatives mentioned above are not just one-shot training programme, rather require regular mentorship inputs to regional offices and technical guidance from central level to adjust the inputs per the needs and progress, as well as the feedback from the implementing partners. Keeping the gamut of system strengthening work and importance of continued technical input in refining and finalizing the community engagement package in local level child-focused programming for long term sustainable inclusion in the system, C4D section plans to bring one consultant on board to help in providing intensive and uninterrupted technical support to ensure meeting the deadlines and ensuring high quality of work.

Deliverables/Outputs:

Phase I

  • Inception report including implementation plan with timeline submitted. [This deliverable involves desk review of the curriculum, district implementation plans, child-friendly city framework and other relevant documents; visit to the regional offices (at least 2) to understand the programme better.]
  • A checklist/guideline for bi-monthly meeting with the C4D Officers to assess the progress and providing technical input developed and at least one meeting held
  • ToR for training institution to strengthen capacity of the local leaders on community engagement and SBCC plans developed and finalized
  • Existing concept note and presentation on LGC: community engagement component reviewed and finalized for MoLGRD
  • Phase II

  • Six field visits made covering both rural and urban areas to observe rollout of the community engagement activities (bottleneck analysis, micro planning, consolidated micro plans, SBCC plans) and reports submitted with recommended action points
  • Technical input bi-monthly meetings with the C4D Officers and C4D section- BCO organized and technical inputs documented and submitted
  • Community engagement working group meetings organized and meeting minutes submitted [This deliverable involves providing support in establishing a working group with relevant staff from C4D section-BCO, Field Services, SPEAR and C4D Officers and organizing monthly meetings and submission of meeting minutes]
  • C4D interventions for the child responsive programmers, materials reviewed and recommendations made
  • Partnership with training institution built for strengthen capacity of the local leaders and ToT conducted
  • Phase III

  • Three field visits made to selected areas covering rural and urban to observe progress and reports submitted with recommended action points
  • Technical input bi-monthly meetings with the C4D Officers and C4D section- BCO organized and technical inputs documented and submitted Community engagement working group monthly meetings organized and meeting minutes submitted Technical input provided in implementation child responsive programmers in urban areas and recommended action points submitted
  • Training sessions on strengthen capacity of the local leaders on community engagement observed and technical input provided using a checklist.
  • Phase IV

  • Technical input bi-monthly meetings with the C4D Officers and C4D section- BCO organized and technical inputs documented and submitted
  • Community engagement working group monthly meetings organized and meeting minutes submitted
  • A consolidated technical assistance report submitted with set of recommendations for functioning mechanisms for public engagement in local planning, budgeting and monitoring child-focus programmes.

    Knowledge/Expertise/Skills required:

    Education:

    Advanced University Degree in Public Administration or any other discipline of Social Science or Communications

    Experience:

  • 8-12 years working experience within local governmental system, preferably in the areas of community mobilization/community engagement/local governance issues. Experience in Communication for Development (C4D)/Social and Behaviour Change Communication (SBCC) is an added advantage.
  • Have skills in capacity building/training in community engagement, community mobilization, local governance, C4D/SBCC related issues including curriculum development, conducting training sessions, mentoring/coaching of the trainers, monitoring training impacts
  • Have strong knowledge on local government system in rural and urban setting including the structures, roles and responsibilities, process of planning and budgeting, leadership and management, different committees etc.
  • Track record in networking with national and international organizations
  • Language:

    Excellent skills in both oral and written in English and Bangla
