MISSION CONTEXT

Bangladesh is one of the poorest countries in South Asia with one of the highest density of population in the world – 160 million. Bangladesh is a delta where 3 main rivers reach the sea. Most of the country is a disaster prone area in term of floods.

A high proportion of the Undocumented Myanmar Nationals (UNM) refugees in Cox’s Bazar remain in a chronic emergency situation due to long-term challenges to find a durable solution to their status in Myanmar and Bangladesh and therefore require continuous humanitarian assistance. The new influx, with more than 600,000 arrivals from August 2018, has created even more pressure on resources and increasing humanitarian needs. The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed. The humanitarian needs resulting from the Mora’s devastating impact and the new arrivals of refugees have not been fully met yet, and the cyclone season is expected to start soon.

HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.
In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.

In response to the influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in the “mega camp”, providing services in rehabilitation, health, protection and PSS. Because of the extremely vulnerability of certain persons, the mobile intervention helps reaching people forgotten by static activities. HI is also providing kits through a dedicated team in order to have a more integrated approach and respond to the needs of new arrivals.

Last, being very concerned by the next monsoon season, HI is currently building a strategy of disaster risk reduction with an already experimented HI team in Dhaka as well as with the other actors in the zone.

JOB DESCRIPTION

Responsibility 1: In charge of Handicap International Rehabilitation project implementation

  • With the support of the Emergency Operations Coordinator, define and formalize methodology and work plans for the team to ensure the quality of implementation of the project under your responsibility;
  • With the support of the Emergency Operations Coordinator and TAs and MEAL Manager, support the development of data collection tools for documenting indicators and measure the progress made;
  • Inform your line manager of any relevant issue related to the project implementation;
  • Prepare all purchase requests for consumables, including assistive devices and rehabilitation equipment, and liaise with support services to ensure timely purchases
  • Prepare in collaboration with the team the list of all documents/tools produced under the project and update them
  • Manage the budget lines under your responsibility, and provide forecasts on these budget lines on a monthly basis;
  • Ensure respect of eligibility and good utilization of funds allocated to the project under your management.
  • Update the PM&E framework based on the decisions taken by the Emergency Operatitons Coordinator;
  • Extract data from the different project data bases upon request of Emergency Operations Coordinator;
  • Ensure a monthly follow-up on indicators and advancement towards workplan;

Responsibility 2: Internal / External Coordination

  • Ensure proper communication/coordination/information among team members; and with departments
  • Promote the comprehensive approach, referral & case management
  • Develop a capacity building plan of the staffs, in close collaboration with the EC, the MEAL Manager and the TAs
  • Contributes to the respect of the security rules and transmits all security information to the field coordinator
  • Budget follow-up
  • Logistics management (launch supply, plan movement..) in close links with TA
  • Ensure the recruitment of full new mobile teams if needed
  • Under delegation of Emergency operational coordinator, and in close link with technical advisors, represents the organization towards relevant authorities and coordination mechanisms

Responsibility 3: Ensuring the relevance of the rehabilitation intervention and explore potential development of activities

  • Analyse rehabilitation systems within health and social services in the area of intervention;
  • Assess other health facilities within the area of intervention to develop potential partnership
  • Contribute to humanitarian surveillance and identify priority area of interventions, in close links with TA

Responsibility 4: Reporting

  • Contribute to qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan.
  • Providing of a monthly situation report (SITREP and/or PM Box) by providing relevant data related to your position, as requested per your line manager
  • Participate in development of donor reports

PROFILE SOUGHT

Experiences (types of positions and length)

Essential:

  • Background in the fields of emergency response, humanitarian program management, international human rights laws, or other relevant fields
  • At least 3 years of experiences in humanitarian response
  • At least 3 years of professional experience in a managerial NGO position
  • Knowledge of humanitarian principles, protection mainstreaming principles, including do no harm, and Prevention of sexual abuse and exploitation policies, and experiences in translating those principles into practice
  • Writing skills;
  • Capacity building and coaching skills.

Preferred:

  • Experience with Handicap International is a strong asset;
  • Communication and networking;
  • Knowledge of Bangladesh context.
  • Experience in projects implementing projects related to rehabilitation/and or disability issues.

Competencies

Essential:

  • Proven managerial experience;
  • Proven representation experience;
  • Strong communication skills;
  • English mandatory (oral and written);
  • Strong writing and reporting skills;
  • Computer skills: Very good knowledge of the MS office software (including Word, Excel, Outlook); other software is an asset (Survey CTO, SPSS…).

Personal qualities

  • Ability to work under high pressure;

  • Strong interpersonal and intercultural skills.
