The Program
BEQUAL directly supports the education priorities of the Government of Lao PDR described in the Ministry’s Education Sector Development Plan and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases. The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality.
BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new curriculum for grades 1–5. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups. In addition, BEQUAL will assist MoES with general support for the roll out of the national curriculum for Grades 1 and 2 (up to August 2020) across all 18 provinces.
The Position
The Curriculum and Materials Specialist will provide on the job training to MOES curriculum writers and materials developers to ensure alignment with the new curriculum, and materials that are contextually appropriate, gender sensitive, and inclusive of disadvantaged groups. The expected outputs of this position are:
- Support for RIES counterparts to manage and implement curriculum writing and materials development activities.
- Support for RIES to develop and trial primary curriculum and teaching and learning materials (including supplementary materials), for creative arts, and other subjects as required.
- Deliver on the job training, mentoring and coaching to RIES and other MOES counterparts in the process of curriculum and materials development, with a focus on local skills strengthening and ownership.
The Person
Together with a relevant tertiary qualification in Education and significant experience developing teaching and learning resources for primary education in a low resource setting, the ideal candidate will demonstrate strong capability in capacity building, training and mentoring with national counterparts. You will have practical experience working in primary schools and materials development.
Along with your effective communication and interpersonal skills, you will display strong problem solving capability while working within a diverse team to deliver timely results with minimal supervision.
Experience in the basic education sector in a South East Asian developing country is preferred.
