This position is a member of the Cox’s Bazar Senior Leadership Team (SLT). The incumbent is expected to manage the grant portfolio, analyze and provide recommendations for the viability of operations and build the capacities of the Finance team . S/he will liaise with field office senior staff and CBDO finance staff on ongoing fund status for the emergency response and may liaise with bilateral and multilateral donors on a need basis. As an SLT member s/he will participate in developing and updating the response strategy.

In his/her day to day operations, the Finance Manager position is to maintain accurate accounting records in compliance with financial policies and procedures of CARE as well as Generally Accepted Accounting Principles (GAAPs). She/he supervises and ensures excellence in general ledger, accounts payable module, accounts receivable module & assets management module in the PS as well as regular accounting reconciliations to help the CO in maintaining accurate trial balance information. She/he also prepares accurate and timely financial summaries, reports and assessment of financial needs and cashflow requirements, controlling bank account balances, cash holding to optimal balance to avoid any liquidity issues of Cox’s Bazar Field Office & Project funds. Also s/he is responsible in coordinating internal audits and timely completion with follow-ups with department /Project staff in coordination with IAD & Finance Team in CBDO.

Of equal importance, Finance Manager supervises the operations of Budget/Grants Management Team, Sub-Grants and Contracts Team, Accounts & Payments Team, of the field office and thus ensures the accuracy of all direct project & office operation expenses including partner expenses recording in the system with regular reconciliations. He/she also will review and ensure timely drafting of inputs for finalizing donor report at CO Dhaka level. In addition, s/he will assist the ACD and Country Country Director to identify and resolve any financial management problems which may arise, facilitate the involvement of CARE Members in the development and funding of projects.

Responsibilities:

  • Staff Management and Supervisory Role
  • Compliance with Financial /Accounting Policy & Standards; Accounting treasury management of FO.
  • Ensure projects’ budget mgt including match commitment and overall FO operational budget mgt.
  • Ensure Master Budget updated monthly and shared with concerned staff.
  • Supervise Field-office financial operations, provide training / guidance to field office staff on finance.
  • Internal and External Audit, CO’s alignment on local tax regulations.
  • Other responsibilities assigned

Qualifications:

  • Degree in Accounting or Finance. Incumbents having with ACMA/ACA/CA/ACCA/CIMA will be given preference.
  • 5 years overall experience in financial management position and incumbent should have minimum 3 years experiences in top/middle level financial managerial position. Candidates who are having experience in not for profit financials, budgeting, accounting, reporting, grants/sub-grants/contracts management in a development organization will be given preference.
  • Extensive accounting and financial management skills.
  • Extensive managerial skills.
  • Leadership skills, excellent human relations, coaching, staff development and monitoring, problem solving, participatory planning and organizing, team building ability.
  • Good communication skill in English and Bengali.
  • Proficiency in Microsoft Office including Excel and Word and good skills at using financial software applications.
  • Skills on training/coaching on all financial aspects.
  • Negotiation Skills.
  • Analytical skills.
