CSI Organizational Profile

Center for Social Integrity (CSI) is a non-religious, non-political, non-profit organization established in 2016 to respond to the current need for Myanmar people to strengthen and promote a culture of social cohesion, peace building, protection and ability to tackle humanitarian crisis.

CSI-Bangladesh is committed to empowering the Rohingya refugee community by building the capacity of refugee youth in subjects including leadership, democracy, community development, advocacy and community mobilization. Our community-led model is designed to enable refugees themselves to spearhead implementation of CSI’s protection, peace building, education, and humanitarian response programming. Since the mission launch in October 2017, CSI-Bangladesh’s projects have gradually evolved towards longer-term capacity building and leadership development initiatives supporting the rehabilitation and resilience of Rohingya refugees.

Position Overview

The position of Project Manager (PM) is a member of the CSI-Bangladesh Country Management Team and is integral to the successful implementation of CSI programs in Bangladesh. Working under the direction of the Program Coordinator (PC), and the overall supervision of CSI’s Executive Director and in close collaboration with the Head of Operations, the PM is responsible for overall project management and implementation within the program framework, policies and strategies, and in compliance with donor regulations, specifically in the areas of a) program design, implementation and management b) training and capacity building, c) monitoring, evaluation, accountability, and learning (MEAL) and d) administrative and communications support.

Roles and Responsibilities

Program Design, Implementation and Management

  • In close collaboration with the Program Coordinator, ensure the operationalization of the current CSI-Bangladesh response strategy by implementing project activities in accordance with donor-approved work plans.

  • Ensure all project-related planning, monitoring, evaluation and progress reporting obligations (financial and project cycle management) are met, including regular field trips

  • Provide information and guidance to grants team in the preparation of donor reports and ensure compliance with key program indicators and objectives

  • In close collaboration with Program Coordinator, strengthen program and human resource management systems and communication flows across CSI-Bangladesh’s different teams.

  • Formulate integrated program initiatives to promote mainstreaming of protection principles and gender-responsive approaches.

  • Participate in proposal design including protection components.

Training and Capacity Building

  • Develop training plans and curriculum for each of CSI-Bangladesh’s program staff and volunteer teams on an ongoing basis, according to field teams’ learning needs, community members’ training interests, and programmatic objectives.

  • Develop comprehensive and tailored capacity building plans for protection and Program staff and implementing partners based on respective needs and ensuring quality services

  • Deliver regular training in coordination with project officers and field teams.

  • Train program staff on protection principles, gender-responsive approaches, case referrals and basic case management to ensure that protection and gender are adequately mainstreamed across all project activities.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Assess the skills, challenges, limitations and needs of program staff and volunteer teams to inform the training design methodology.

  • Monitor volunteer teams’ adherence to work plans and develop/recommend systems and procedures to strengthen successful achievement of programmatic objectives.

  • Monitor field staff and volunteers’ well-being and contribute to an open and productive team spirit.

  • Ensure that project implementation plans are followed (annual, quarterly and monthly work plans) and modified as needed in collaboration with the Program Coordinator.

  • Coordinate with other members of the Country Management Team on appropriate management, compliance and performance standards of Bangladesh, as well as effective systems for information management, knowledge management and risk management.

  • Support program staff (project officers, project assistants) and interns to collect, document and disseminate lessons learned and best practices.

  • With program staff, develop effective and appropriate M&E plans, including methodologies and tools to strengthen the quality of information/data collection, analysis and reporting.

  • Review M&E and accountability data with program staff to identify and address areas for operational improvement.

  • Represent CSI-Bangladesh at sector coordination meetings and workshops to learn about programming amongst other organizations contributing to the response.

  • Monitor project delivery to ensure that CSI approach and principles are integrated in all activities.

  • Oversee project start-up and close out, ensuring that project officers are following organizational procedures.

  • Contribute to coordination amongst all project partners and stakeholders.

  • Contribute to donor reports and other deliverables upon request of Program Coordinator and ensure timely submission.

  • Contribute to monthly situation report for head office.

Administrative and HR management

  • Promote visibility of the program and participate in relevant coordination and cluster meetings as decided in close collaboration with Program Coordinator and Head of Operations.

  • Maintain regular written and oral reporting to the Program Coordinator on key country, program, security and staff issues.

  • Serve as an intermediary for communications between field staff and office to fill supply needs, collect and file internal reports, communicate program and training plans, and coordinate logistics.

  • Ensure that all spending by project officers is accurately recorded and allowable by donor rules and organization policy.

  • Ensure that country HR policies, contracts, and disciplinary procedures and processes conform to local labor laws and CSI HR policy; help identify policy gaps based on evaluation and observation of project implementation at field level with the support of Operations team.

  • Participate in HR disciplinary processes as needed and upon request from program staff.

Qualifications and Requirements

  • Relevant Master’s degree (preferably international development and/or conflict studies) with a minimum of 3 years of working experience in related field

  • Solid project management experience (certified project management professional preferred)

  • Experience in project cycle management

  • Experience in capacity building, development of training curriculum and training evaluations

  • Data analysis, monitoring and evaluation, and narrative reporting skills

  • Proposal writing and donor reporting skills and experience; knowledge of donor compliance standards

  • Working knowledge of budget development and management

  • Team spirit, quick learner, adaptable

  • Strong knowledge and understanding of local context, culture and customs

  • Excellent English language skills (especially written and spoken English)

  • Strong computer skills (Microsoft Office Suite)

  • Willingness to travel to project field sites regularly

  • Problem-solving skills, negotiation skills and team management skills

  • Strong relationship building skills

  • Good communication and presentation skills

  • Experience in coordination and collaboration with government sectors and authorities

  • Ability to speak local languages is an advantage

  • Ability to efficiently deal with competing priorities under deadlines
