Bangladesh: Regional Director for Bangladesh and South Asia

ABOUT THE ROLE

The Regional Director will develop and lead the implementation of ARTICLE 19’s regional strategies and projects and develop new work in Bangladesh and South Asia region. The post holder will build ARTICLE 19 profile in the region, and strengthen its impact on freedom of expression and information. She/he will be an ambassador for ARTICLE 19 in the region, representing the organisation in the media, donors, governments, partners, opinion makers and leaders.

The Regional Director’s management responsibilities include ensuring co-ordination of the priorities and activities of the regional strategy with those of ARTICLE 19’s global strategy; establishing further activities both in Bangladesh and South Asia region; and managing the staff and consultants. The post holder will be responsible for ensuring the financial stability of the office by identifying fundraising opportunity and developing and maintaining good relationships with existing and potential foundations and funders.

KEY RESPONSIBILITIES

Strategic Leadership and Management

  • Develop and implement an appropriate strategy for the promotion and protection of freedom of expression and information in the region.
  • Oversee and manage implementation of current and future legal advocacy programmatic and campaigning activities on freedom of expression and information in the region.
  • Ensure appropriate and effective responses to opportunities and risks related to freedom of expression and information in the region.
  • Provide sound and timely political advice to ARTICLE 19 Global Management Forum (GMF) and the Executive Director on developments in the region and ARTICLE 19’s responses to them
  • Lead on strategic and operational planning process and ensuring timely delivery of project and programmatic outputs.
  • Manage ARTICLE 19's budget and finances in the regional office, oversee financial management of project budgets, and ensure reporting schedules to ARTICLE 19 international office and donors
  • Identify risks and threats in order to guarantee the office and staff’s security.

Staff Management

  • Develop a high-performing, accountable and collaborative team in the regional office.
  • Create a culture of collaborative working in order to ensure effective global cooperation across the international and regional offices.
  • Working closely with the human resources, ensure human resource policies and procedures are effectively implemented and are in compliance with national legislation.
  • Build the capacity of the staff in the regional office in alignment with the goals of ARTICLE 19 Expression Agenda.
  • Set and assess the performance of direct reports and take action to ensure focus is in line with organisational priorities and monitored against agreed performance measures.

Development and Fundraising

  • Lead and manage the production of high quality fund raising proposals in line with our strategic objectives, with support from the Fundraising department in the International Office, in order to ensure ongoing funds for the Regional Office.
  • Review and understanding the political environment in other countries in the region in conjunction with the opportunity to engage in strategic activities and fundraising to expand the activities of Article 19 in the region.
  • Develop and maintaining contacts with donors, particularly those located in the sub-region.
  • Raise funds for activities to achieve the strategy targets
  • Build, maintain and strengthen effective working relationships with partners and other NGOs in the region
  • Create and support the development of an advisory board to increase local accountability and ownership of the A19 Bangladesh.

Strengthening the regional office profile

Maintain and strengthen ARTICLE 19 profile in the country and region by:

  • Securing high profile media coverage for ARTICLE 19’s activities
  • Ensuring ARTICLE 19 work and messages on a broad range of topics and countries are well covered and understood
  • Representing ARTICLE 19 to national authorities, donors and opinion makers
  • Leading on the development of ARTICLE 19's lobbying and advocacy activities in the sub-region, including in partnership with other key actors.

Policy and Quality control

  • Ensure effective regional input into, and implementation of, ARTICLE19's policy development and relevant strategies on thematic areas and impact.
  • Promote and/or participate actively in meetings and cross-fertilisation between all ARTICLE 19 regional offices and international office
  • Oversee the overall quality control function, including by reviewing and approving reports, press releases, etc.
  • Lead on results based management and monitoring and evaluation for the region, ensuring that all projects and programmes of work are designed for impact and are effectively implemented, monitored and evaluated.

PERSON SPECIFICATION

The successful candidate will have a track-record of commitment to human rights and a thorough understanding of Bangladesh as well as international civil society and the country’s political context. S/he will stand for the principles of Freedom of Expression and Freedom of Information globally. She/he will be a passionate and vigilant promoter of ARTICLE 19 values and principles and champion non-discrimination, respect and justice both inside and outside the organisation. Integrity, professionalism and instinctive reliance on the highest moral and liability standards are indispensable.

Candidates must be of exceptional calibre with evident commitment to human rights principles, along with vision and clear leadership qualities. The successful candidate will be selected against a robust set of essential competencies.

Candidates will be required to demonstrate experience and achievement against the following:

Essential competencies

  • Extensive work experience in the fields of human rights, rule of law and civil society.
  • Demonstrated capacity to establish and convert vision into strategy.
  • Ability to engage and maintain political and strategic relationships with different stakeholders, such as public officers, civil society organisations and beneficiaries, including victims of human rights violations.
  • Substantive knowledge of Bangladesh and international civil society work in human rights, public policy and its advocacy.
  • Record of successful financial, people and resource management in a complex organisation.
  • A record of successfully managing a senior team towards the delivery of key goals, with demonstrated emotional and social intelligence in decision-making.
  • An understanding of good governance and the ability to cultivate a strong and transparent working relationship with the Regional Boards and Global Management Forum.
  • Ability to promote ARTICLE 19’s mission on a global basis with confidence and authority, including at the highest levels of government, through the full range of media and social networks.
  • Demonstrate experience in implementing effective and instructive monitoring and evaluation tools.
  • Proficiency in using analysis tools and methodologies to understand complex social and political contexts.
  • Excellent written communications skills and verbal fluency in Bangla and English.
  • Ability to oversee the development of a fundraising strategy.

The role requires frequent travel, sometimes in unstable political environments, and at times to work at weekends and during unsocial hours.
