Bangladesh: Programme Lead

The Role:

In this role you will be responsible to manage the programme team and the overall management of Oxfam’s large-scale humanitarian intervention in Bangladesh (Rohingya Refugee Crisis), ensuring that the different sectorial programmes are complementary and joined-up. Working with the MEAL team, you are ensuring that programme quality is continuously monitored, documented and adjusted, and that highest quality is maintained throughout. You will lead on Oxfam’s response strategy and the transition from an emergency into a longer-term programme. You will be delivering strategic representation, coordination and strategy design at senior level, and temporarily take on management of the overall response when covering for the Humanitarian Programme Coordinator.

What we are looking for:

Relevant international experience in humanitarian programming and planning, preferably in an international NGO/operational UN agency/equivalent, out of which at least 5 years should be in large scale humanitarian programming at senior level;

Post Graduate Degree or Degree with equivalent work experience from a recognized University/college in Humanitarian Assistance or any other related area that can bring added value to the job;

Knowledge and understanding of the principles and standards of programme quality in emergencies;

Experience of designing and implementing gendered humanitarian interventions;

Excellent communicator with strong written and reporting skills, and an excellent ability to influence verbally to persuade with diplomacy and tact;

Ability to work cooperatively in a cross-cultural setting with a number of long distance working relationships across time zones;

Experience in fast-paced and difficult emergency contexts;

Adaptable and able to work under pressure in a demanding and fast-moving environment;

Initiative and motivation to work independently and develop solutions to problems. Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems;

Proven ability to work with multi-million budgets, including monitoring and evaluation and reporting.

Desirable

Evidence of professional excellence in related sectors (WASH, EFSVL, gender in emergency, protection);

Experience in managing risk and organisational reputation,

Extremely strong interpersonal and negotiating skills, enjoying building and maintaining a wide range of relationships

High levels of organisation and planning skills, understanding how to plan and implement a strategy and capable of working independently

Commitment to Oxfam’s overall aims, policies and values.

Experience of promoting gender equity and diversity and the interests of marginalised people in all aspects of Oxfam’s work
