The Deputy Chief of Party is the primary lead for ensuring that SHOUHARDO III is designed and implemented effectively. He/she will by working with technical specialists and select operational management staff, identify approaches and strategies that together achieve best impact for the program participants.

The incumbent shall possess strong technical and leadership skills that will enable them understand and grasp the multi-dimensional complex concept and underlying causes of food security with particular focus on the interventions undertaken in the program. The Deputy Chief of Party will work closely with field offices to ensure effective implementation of the strategies and actions. He/she will ensure that all across the program there is a coherent and uniform higher level technical approaches and strategies to implementation. He/she will devise systems to provide on-going support to ensure “quality” programming is being implemented. At Dhaka office level he will maintain close coordination with the Knowledge Management Unit and assist in the formulation of high quality reports and documents, as well as strengthening the M&E systems of the program.

The DCOP will act as the Chief of Party in his/her absence.

Responsibility # 1: Upholding CARE Bangladesh’s values and ensuring Project and organizational principles.

· Uphold organizational values and exercise them at all levels.

· Promote appropriate organizational culture and be a role model for other in the team.

· Help to promote and establish CARE-B as a gender sensitive organization in development arenas, both national and international.

· Uphold and ensure the implementation of mission mandates on gender equity, equality and diversity in organizational development and Programmatic intervention levels.

· Ensure that women and girls remain at the center stage of the program’s focus and outcomes.

Responsibility #2: Staff management.

· Direct supervision of all Technical Leads at Dhaka Level.

· Responsibilities in staff management include

· Staff recruitment and suggest for deployment

· Performance Management & Coaching

· Provide technical support and guidance to all technical staff (CARE and partners)

Keep staff updated with current theory and practice in technical areas and program and contractual obligations and approaches.

Responsibility #3: Ensure the Integration of various technical streams at HQ & field level.

  • Develops a common vision for the program technical teams to ensure coherent programing.
  • Identifies areas of common intervention across technical areas and formulates implementation strategies.
  • Supports the technical team leads in contextualizing high level goals into local contexts assuring maximum possible outcomes.

Ensures program interventions line up with program goals and weeds off unnecessary activities or those that don’t have direct impact on the goals.

Responsibility #4: Systems in place to support & monitor quality program implementation.

· Ensures that both CARE and partners have the appropriate resources and systems in place to ensure a quality and impactful program delivery.

· Guides the development and use of simple and easy to use tools for lower level technical teams.

· Formulates a process for assessing effectiveness of technical strategies and approaches in the field that involves both Dhaka based technical teams and field based technical managers.

Regularly identifies areas of necessary technical and operational improvements and action and recommends appropriate changes for CoP endorsement.

Responsibility #5:Contributes to Learning, Knowledge Management, M&E analysis and reporting.

  • Leads the identification of high level program learning areas and works with KMAL to translate those into research or other learning activities.
  • Engages with the M&E data analysis process to ensure coherence and pick specific areas of concern or success and leads actions for remedies and or scaling up in the program.
  • Work with M&E Unit and provide technical input regarding any definition and/or clarification of the definition of the purpose level indicators.
  • Work closely with outside evaluation team and other research teams.
  • Accompanies and facilitates learning visits by donors, CARE staff and other stakeholders.
  • Take such learning’s and ensure effective promotion in the Project such that best practices are taken up across different regions.

Responsibility # 6: Planning and Reporting.

· Leads technical teams in developing activity level planning guideline for partners that includes targets, sequencing and dependencies necessary for best impact.

· Works with the Head of Partnerships, Operations and Resources to ensure that adequate resources are available for planned activities and where resource restrictions are encountered support the prioritization process.

· Reviews NGO activity plans to ensure that they are in line and are sufficient to achieve program goals.

· Develops and updates technical reporting tools for use by technical teams at field level.

· Receives, reviews partner and CARE staff technical reports and compiles them into one technical program report.
