Since August 2017, the heavy influx of Myanmar nationals into Cox’s Bazar requires emergency response in accordance with CARE’s humanitarian mandate. CARE has started to respond and to scale-up to reach 150,000 beneficiaries. CARE’s response has a strong focus on gender – more specifically, putting women and adolescent girls at the centre of the response - protection, gender-based violence (GBV), sexual and reproductive health (SRH), WASH, emergency shelter and non-food items (NFIs). CARE is recruiting a Gender in Emergencies (GiE) Specialist for its emergency operation in Cox’s Bazar, to lead on the integration of gender and protection (namely GBV prevention and mitigation) into all programming.

CARE is seeking a talented individual to take on the position of Gender & Protection Coordinator. This position will strengthen gender and protection integration, mainstreaming and stand-alone programming in CARE’s humanitarian work in the refugee response programme in Cox’s Bazar, Bangladesh. She will act as a coordination point to mainstream and integrate good practices and standards for gender equality and protection in emergencies and as manager of the Gender & Protection Team, which includes the gender in emergencies (GiE), gender-based violence in Emergencies (GBViE) and sexual and reproductive health (SRH) teams. To ensure coherence and effectiveness on gender, protection and GBViE integration and mainstreaming, she will be acting as the GiE Specialist, directly overseeing and managing direct reports of the GiE team. The position will facilitate and advocate for the integration and mainstreaming of gender and GBV mitigation and prevention into CARE’s key sectors in accordance to the CARE International’s mandate, policies and guidelines and the IASC Gender Handbook (2017) and the IASC GBV Guidelines (2015). She will build the capacity of the Sector Specialists and Leaders partner and field staff and volunteers in GiE, and GBV prevention and mitigation and to support them to establish sustainable programming and mechanisms that allow them to deliver a response that is gender-sensitive at a minimum, and gender-transformative where possible. The selected candidate must have advanced skills in addressing gender and protection/GBV as well as demonstrated experience working in humanitarian contexts, including large-scale displacement and protection crises. The candidate must be able to conduct and support gender analyses; lead the design, review, and evolution of programmes according to CARE’s global policies. S/he will report to CARE’s Cox Bazar’s Programme Director and will be a key member in the response team to play a vital role in the broader strategic, programmatic fundraising and advocacy work for the response. This is initially a 12-month assignment (renewable), depending on candidate’s availability and budget. The post-holder will be based in Cox Bazar, Bangladesh with regular trips to the refugee camps.

Qualifications:

• Master’s Degree in Gender Studies, Social Work, International Relations, Conflict Transformation Development Studies or related discipline. A Bachelor’s degree will be acceptable only if the candidate can demonstrate sufficient experience in gender and protection programming in conflict or displacement settings
• Eight years’ experience working on protection and gender equality mainstreaming in humanitarian contexts, including experience of field-level management of complex humanitarian response and resilience programmes
• Five years’ experience in a coordination role requiring provision of support to multiple offices//locations/teams
• Proven experience of successful capacity-building of humanitarian field staff and partners, with experience in remote training
• Excellent communication and writing skills in English
• Strong networking capability
• Ability to organise and facilitate training sessions
• Ability to develop capacity-building frameworks and work-plans
• Ability to work in multi-cultural teams
• Culturally aware and respectful
