We are looking for:

A NUTRITION SURVEILLANCE HEAD OF DEPARTMENT

Context: Action Against Hunger began working in Bangladesh since 2007 following the floods in Shariatpur and cyclone Sidr. Since then Action Against Hunger has been working to fight against hunger, malnutrition and responding to humanitarian crisis in Bangladesh. At present, Action Against Hunger is running its programmes in South-west and South-east of Bangladesh.

The activities with refugees in Cox’s Bazar started in 2009 and as gradually increased and extended to the Bangladeshi community in 5 different upazillas. Currently Action Against Hunger has employed more than: 880 full time national staff, 1200 volunteers and 12 expatriates

Our Nutrition & Health activities in Cox’s Bazar:

Currently Action Against Hunger is responding to a humanitarian crisis in Cox’s Bazar where 617.000 Myanmar Nationals fled across the border to Bangladesh. Action Against Hunger has scaled up the nutrition activities in the refugee settlements, while continuing to implement existing activities for the Host Communities of Cox’s Bazar. Action Against Hunger implements 5 Stabilisation Centres and support to 5 Government stabilisation centres, 118 Outpatient Therapeutic Programme centres, 4 Targeted Supplementary Feeding centres, Blanket Supplementary Feeding Centres, kitchens providing hot meals, Infant Young Child Feeding in Emergencies counselling etc. The activities are implemented in close collaboration with WASH, MHCP and FSL departments.

The coordination with health and nutrition partners is crucial during the emergency to ensure collaboration, good programme coverage, thus more lives saved. It’s important to represent Action Against Hunger and use experience and knowledge of Action Against Hunger for advocacy and for the development of tools used by the sector.

Security, working and living conditions:

Cox’s Bazar is a major tourist destination in Bangladesh and therefore it can be crowded and noisy. However you have opportunities to go out for diner and have some social life. However, there is a curfew, and movements are restricted for non Bangladeshi staff. The refugee settlements are about 1 hour from Cox’s Bazar. The Rohingya population is conservative and therefore suitable clothing is required. Cox’s Bazar is hot and humid. Walking through the settlements can be physically challenging due to the heat and the hilly conditions. During rainy seasons, the refugee settlements are muddy and slippery.

Country:BANGLADESH – Dhaka with frequent movements to Cox’s Bazar

Length of Contract: 12 Months starting as soon as possible**

The Position: Under the supervision of the Nutrition & Health Head of Department, you will be responsible to ensure development and implementation of Bangladesh mission surveillance strategy, coordinate technically the implementation of quality nutrition surveillance programs (including; SMART, SQUEAC, SLEAC and other Assessments) , support Assessment Working Group (AWG), implementation and follow up of the nutrition and health situation evaluation project in the crisis affected areas of Bangladesh. More precisely, you will in charge to:**

Develop and implement ACF Nutrition Surveillance Strategy in coordination with the Nutrition and Health Head of Department

• Develop a comprehensive nutrition surveillance strategy for 2019-2020 for both the camps and the Host communities
• Based on the surveillance strategy, design projects and budgets for nutrition surveillance and engage discussions with potential donors/support mission fund-raising efforts if needed
• Consolidate and analyse data from the different surveys/assessments and produce learning and other relevant documents to share with stakeholders
• Produce capitalization report including lessons learnt and recommendations for future capacity development in country based in project experience
• Contribute to the global monitoring and analysis of the nutrition and health situation in Bangladesh

Plan and lead SMART/SQUEAC/SLEAC surveys or Rapid Nutrition Assessment (RNA-6) in partnership with nutrition/health partners and Government of Bangladesh (Civil Surgeon office and IPHN)

• Liaise with the nutrition and health clusters to determine target areas to conduct SMART (with mortality data), SQUEAC, and SLEAC surveys and Rapid Nutrition Assessments
• Liaise with the nutrition and health clusters to define the methodologies of each survey prior field data collection
• Present and disseminate the assessment/survey reports after validation by the Nutrition Assessment Working Group (AWG)

Strengthen the technical capacity and lead the Nutrition Assessment Working Group (AWG)

• Support the Nutrition and Health Cluster in leading the Assessment Management Working group, including organization of monthly and ad hoc meetings, agenda setting, action planning & minutes writing
• Support in country capacity mapping for nutrition assessment and development of recommendations/actions
• Participate as a leading facilitator in the development of a capacity building strategy for improving in-country expertise on nutrition surveillance, in close collaboration with the Cluster and other stakeholders

Manage the surveillance program team and conduct internal surveillance activities

• Assess the capacity of the nutrition surveillance team and develop a comprehensive capacity building plan to improve in-house expertise, especially in the following area:
• Conducting regular monitoring during surveys and provide hands-on support to the surveillance team according to gaps identified

Manage logistic and financial resources of the project

Support ACFs commitments to gender equality, child protection and disability sensitivity

The Applicant: Master’s degree in Nutrition, Food Security, statistics, epidemiology, you have an extensive experience in nutrition surveillance program (SMART, SQUEAC, KAP, others assessments etc) on the field with an international NGO.

You show strong analytical skills along with comprehensive knowledge of RNA, SQUEAC and SMART survey methodologies. Strong advocacy and representation skills are necessary, as you will work closely with government and partners.

You have knowledge in project management and project cycle and are recognized for your communication skills.

An excellent English language level (spoken and writtent) is required.

Status: Employee

Contract: 12 months fixed term contract under french legislation

Remuneration and benefits:

· Monthly gross salary from €1805 to €2305 upon experience.

· Per diem and living allowance: 532 € net, field paid.

· + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

· + Child allowance, limited to 5 children.

Transportation and accommodation:

· Coverage of transportation costs to and in the mission.

· Individual room in guesthouse covered

Medical coverage:** 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:**

· 25 days of paid leaves per year.

· + 20 RnR per year.

· + 215 € at each RnR period (averagely every 3 months).

· Coverage of the transportation expenses to the RnR area of reference.

Training :

· Free and unlimited access to the certifying e-learning platform Crossknowledge ©.

· Technical trainings at HQ or regional level (averagely 1 per year).

· Intermission Workshop once a year.
