JOB CONTEXT :

Laos is historically one of the first HI’s missions at the creation of the organization (1983). Mine Action projects were initiated in 1996, run by Handicap International Belgium until 2011. In January 2012, following the creation of the HI Federation, the mine action activities were taken over by the Mine Action Direction in Lyon, and were managed at HQ level by the Humanitarian Action Division until December 2016. As of 2017, with a merge of the HI development and humanitarian divisions, the UXO Programme has been managed by the Development Action Division under Brussels

Commencing January 2018, the UXO Programme is established in Houaphan Province. The programme aims to reduce the humanitarian and socio-economic risk posed by UXO on rural livelihood in Houaphan Province, Lao PDR, through a comprehensive approach of Survey and UXO Clearance, Risk Education, Behavioural Change Interventions and Victim assistance.

WORKING ENVIRONMENT

Lao PDR is a landlocked country situated in Southeast Asia, All 17 of the country’s provinces still suffer from UXO contamination. More than 90 per cent of people living in these areas live in fear of UXO. Lao PDR is the most bombed country in the world per capita, with more than 270 million cluster sub-munitions dropped on it during the Vietnam War from 1963 to 1974. The National Regulatory Authority (NRA) regulates the UXO sector in Laos. HI has developed a good relationship with the NRA as of today. A MOU has been signed for the period 2018-2020 between the NRA and HI.

YOUR MISSION:

As the Chief of Operations (CoO), the objectives of your mission are to provide the overall supervision in the frame of the project as well as the quality assurance/quality control (QA/QC) during the implementation of this project.

You participate in the development of new projects and initiatives in the Mekong region (Laos, Cambodia, Vietnam, Myanmar, and Thailand) upon request.

1.Your main responsibility will be to supervise the operations:

  • Plan and follow-up the survey and clearance operations in collaboration with Deputy CoO, with Project Managers and Field Coordinator.

  • Implement QA/QC on on-going operations and cleared/surveyed areas and on all other aspects that could be relevant for the support mission.

  • Intervene in all situations where safety is seen to be compromised.

-Plan further support missions of the technical experts.

-Follow and plan the budget dedicated to EOD activities including the lines dedicated to EOD supplies and equipment.

-Actively promote the implementation, evaluation and development of HI Standard Operating Procedures (SOP’s) and compliance with National SOP’s and new survey procedure.

-Assist in the development of technical reference material including innovative approaches and approaches that are focused on reducing the environmental impact of HI operations.

-With support of the Humanitarian Mine Action (HMA) Coordinator, finalize the renewal of HI Laos accreditation.

-Constantly ensure that the medical backup/MEDEVAC procedures are set and are a priority for the Deputy CoO and the involved staff.

-Launch the evaluation and recruitment process of candidates for the positions related to EOD operations in collaboration with dedicated units

-Represent HI when requested in the meetings with partners, authorities and actively participate in technical working groups.

2.You will also be in charge of conducting ongoing training

-Provide constant on-the-job coaching to the Deputy CoO with a final objective to have him autonomous and effective.

-Conduct training needs analysis for the HI staff and partners (such as NRA and UXO Laos), and provides adequate Terms of Reference.

-Propose a realistic training plan for the future considering potential turn-overs among the team, capacity building of individuals.

-Provide training of newly recruited EOD staff members.

-Ensure a good collaboration with the NRA in the organisation of the trainings.

-Assist in the conduct of regular training assessments, both individual and collective and in regular internal validation procedures.

-Assist NRA inspectors in their quality assurance visits.

-Assist and supervise on day-to-day basis the Deputy CoO to update the training package with the purpose to capitalize the work done for future. This includes ensuring that correction and necessary amendment to the initial technical documentation, PW presentation, tests and training Instructions are effectively done in both initial documentations (Lao and English).

3.Finally, you will participate in the development of new projects

-Participate in needs assessment/evaluation missions upon request in the Mekong Region

-Constantly look at potential synergies with partners

-Participate in the elaboration of project proposal with the support of the HMA Coodinator

-Participate in Mine Action events upon request

-Identify innovative solutions to be considered in further development initiatives

COLLABORATION AND REPORTING:

You will work in collaboration with the Field Coordinator, the HMA Coordinator and the Deputy CoO of HI’s programme in Laos. You will take care to apply the following in terms of reports and progress reports:

-A campaign report at the end each campaign (3 months) is to be submitted to the Field Co and HMA Co, one week maximum after the end of each campaign.

-A final report mission, at the end of the assignment with a recommendations list, two weeks maximum after the end of the assignment.

-Those reports have the goal to insure a good collaboration between you and HI.

YOUR PROFILE :

· You are EOD 3 qualified and BAC with a minimum of 5 years field experience in South East Asia

· You demonstrate knowledge and experience of Explosive Ordnance Reconnaissance (EOR) / technical survey, training, operational planning, supervision, quality management and evaluation

· You have a minimum of 2 years of experience with an NGO or a national association with a real commitment to humanitarian ideals and HI mandate and ethics

· You show good interpersonal skills, demonstrating tact and diplomacy

· You have proven instructional attributes and operations management skills

· You master training and mentoring

· You are fluent in both oral and written English with good report writing skills. Knowledge of Thai or Lao language is highly desirable

CONDITIONS:

· Startingdate : April 2019

· Lengthof thecontract:** 19 months (to be shared among the period following a planning of interventions)

· Consultant status

· Affectation base: Houaphan province (based in Houamuang)

· R&R: following programme policy and depending on campaign rotation

· Fees: from 6000 € per month according to experience

· Accommodation: provided by HI in country (shared guest house)

· Insurances : Liability + HMA specific insurance

· Flight tickets: One return ticket per campaign period to/from home
