Purpose of Activity/Assignment:

The nutrition sector through various joint field monitoring visits with various stakeholders such as NGO partners, UN agencies and donors have realized quality gaps in the delivery of the Community Management of Acute Malnutrition (CMAM) services in the current Rohingya nutrition response.

This is partly attributable to the limited experience in CMAM program implementation, lack of sustained quality support supervision related to high staff turnover as partners with pre-existing program capacity have lost their staffs to UN agencies and NGOs as well as overriding challenges in the referral system that impede continuity of care for infants and children with acute malnutrition.

The above constraints coupled with the current serious level of acute malnutrition level that are close to emergency thresholds plus the seasonal challenges of the monsoon season which is associated with increased risk of cyclones, landslides as well as flooding resulting in potential increase in water communicable diseases leading to further elevated levels of acute malnutrition.

Therefore, in view of the above, there is need to establish mechanisms and systems that can ensure continuous capacity building for individual agencies and the overall nutrition sector through attachment of a dedicated CMAM technical specialist that will ensure identified CMAM implementation challenges and gaps faced by all nutrition partners are addressed and response strategies implemented in an effective and coordinated manner with government counterparts and key stakeholders.

Therefore, the Nutrition Sector CMAM Technical specialist will collaboratively work with the inter sector coordination group and key stakeholders (Government authorities, communities, NGOs, UN agencies etc.) as well with Nutrition Sector coordinator team to ensure coherent and effective CMAM nutrition interventions that address nutrition needs of the forcefully displaced Rohingya nationals are implemented through agreed quality standards.

This will require coordination with the sector lead agency to strengthen systems within the nutrition sector and ensure high quality implementation of comprehensive CMAM programs.

The CMAM technical specialist will focus on the following specific tasks.

  • Support capacity building of partners to improve quality of CMAM service delivery, strengthening program sustainability through identification of learning and training opportunities for nutrition sector partners including strategically coordinating on job coaching, mentoring, as well as peer to peer learning, staff exchanges among nutrition sites/partners to build and improve existing CMAM capacities for the collective.
  • Provide strategic leadership and technical support to nutrition sector partners through ensuring the CMAM working group meets regularly, focuses on real needs and follows up on agreed action points in a well-planned and coordinated manner.

  • Support the roll out and operationalization of the CMAM harmonized tools for the collective response.

  • Participate in Joint field monitoring visits with sector partners and key stakeholders to monitor CMAM program implementation status, service coverage and provide recommendations to address any observed implementation gaps in program service delivery and coverage.

  • Lead the operationalization of bi-annual comprehensive nutrition service quality and capacities monitoring assessments to evaluate quality of nutrition service delivery based on agreed SOPs.

  • Support nutrition surveillance activities by closely working with partners to ensure Nutrition surveys, Coverage studies are appropriately conducted in coordination with the sector assessment technical working group and government counterparts. In addition upon completion of the assessments ensure appropriate and wide dissemination to concerned actors including IPHN.

  • Support the identification of urgent CMAM advocacy concerns and sharing them with sector coordinator, sector lead agency for subsequent engagement with government counterparts and concerned stakeholders.

  • Support effective service delivery by coordinating with ISCG, SAG and sector partners during the formulation and mid -year review of the Joint Response Plan to ensure CMAM program interventions are aligned to the sector work plan and set priorities.
  • Communicate, cooperate and consult with relevant Government partners (Civil Surgeon’s Office, etc.) regularly to ensure government ownership and leadership with regards to the CMAM strategy and activities and alignment and compliance with national policies, guidelines and strategies.
  • Deliverables/Outputs:

  • Inception report, with detailed workplan
  • Strategy document to prevent CMAM fragmented programming and realization of comprehensive CMAM programs by all actors in the Rohingya response.
  • Report on capacity building initiatives/trainings/mentoring to strengthen program sustainability and quality of the CMAM nutrition program implementation for the collective.
  • CMAM partners training and mentoring reports.
  • CMAM comprehensive semi-annual quality assessment tool covering capacity assessment findings in regard to the current delivery of CMAM services by nutrition sector partners.
  • Status report on the rollout and operationalization of the harmonized CMAM reporting and program monitoring tools for the collective response.
  • Status update reports on CMAM technical working group operations and activities
  • Status update reports on CMAM ToT and cascade trainings conducted by various sector partners.
  • Matrix presenting completed/missing training by staff category covering all NS partners.
  • Status Updated Report on nutrition sector surveillance and program monitoring activities including SMART and coverage investigation
  • Recommendations to improve and sustainability strategy of CMAM programme
  • Education/Knowledge/Expertise/Skills required:

  • Advanced university degree in Nutrition of Public Health.
  • A minimum of 8 year of professional working experience in Public Health, Maternal/Child Nutrition and prior work experience in emergency contexts.
  • Extensive knowledge and understanding of CMAM programing plus demonstrated ability in capacity enhancement programs through delivery of high quality trainings, staff mentoring coupled with highly developed writing skills.
  • Strong communications skills and ability to work effectively with wide range of stakeholders, including nutrition cluster, various sectors in Cox Bazar as well as Government counterparts especially MoHFW and IPHN.
  • Understanding of the cluster/sector coordination mechanism and prior experience of working in Bangladesh and Rohingya response will be an additional advantage.
  • Remarks:

  • Only shortlisted candidates will be contacted and advance to the next stage of the selection process.
  • This position is not for Bangladeshi citizen.
  • Duration: 6 months
  • Monthly fees: USD 7500.00 ( inclusive all) as lumpsum
  • No DSA or any other local travel cost will be reimbursed.
  • One round trip economy airfare will be provided to the selected consultant
  • The Consultant will get R&R ( 2 times X USD700)
