The Opportunity
The Head of Education Programmes serves as the lead on the Laos Country Office’s programmatic portfolio on education. The postholder delivers against the CO’s strategic objectives in these thematic areas; ensures that all education, rights and participation programming for children and young people reflects state of the art programming, is age, gender and culturally appropriate, and effectively reaches populations with high levels of deprivation. The Head of Education Programes line manages all staff within the thematic area, and is the primary budget holder for all relevant awards, with the flexibility to delegate budget holder responsibility to direct reports. The postholder will ensure workplans are executed with quality and in a timely manner. S/he will coordinate closely and regularly with the PDQ director and his/her department. S/he will work closely with Award team to liaise with relevant pe rsonnel from Member Offices as appropriate, support the development of new programs-including drafting proposals and concept notes. S/he will build the capacity of field staff to implement quality programs, coordinate with PDQ on MEAL and advocacy activities, and lead reporting and representation activities for this portfolio. Due to the cross-sectoral nature of many of the challenges facing young people, the Head of Education will coordinate closely with other heads of programmes to ensure a coordinated and holistic programming for children. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Skills and Experience
* Minimum 7 years of work experience in developing country contexts with at least 2 years working directly with children in a school or classroom setting;
* Strong preference for previous work experience in Lao PDR or similar closed context;
* Deep technical understanding of early childhood development and education;
* Experience in an INGO, UN or relevant development business is an advantage, strong preference for prior Save the Children experience;
* Successful experience with proposal development;
* Excellent written and spoken English skills;
* Team player with capacity to coordinate multiple stakeholders, work under pressure and tight deadlines and manage multiple and competing priorities.
