ABOUT THE MISSION
SI opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.
SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.
The frequency and impact of natural disasters, as well as the exposure of the country to climate change justifies the involvement of SI in Bangladesh, from a humanitarian point of view. The organization provides emergency response in the wake of natural disasters (cyclones, storms, floods, landslides), and humanitarian assistance to the communities in the South-East (Cox’s Bazar district) where a significant number of ethnic and religious minorities (especially Rohingya people) also residing amongst local communities, pressuring the natural resources as a result of the rapid population growth.
SI supports displaced people and affected communities immediately after a disaster through the distribution of various kits, cash for work, emergency access to safe drinking water) and in the early recovery phase by livelihood activities, reconstruction of dwellings, etc. SI’s programs teach the communities how to become more resilient towards future hazard events, this includes how to evacuate people and possessions as soon as possible, how to protect villages and fields by building small-scale infrastructures (dykes, causeways), and how to incorporate adaptive coping strategies for farmers by establishing agricultural practices and livelihoods that are less vulnerable to natural disasters.
SI operates through three core stages of intervention, rapid response mechanisms in the aftermath of a disaster or emergency, early recovery/transitional periods and development. In line with the 2019/2020 country strategy, SI is focusing on four key strategic objectives:
- Responding to the most urgent needs of conflict and disaster affected populations;
- Strengthening the resilience of vulnerable communities to recurrent shocks;
- Strengthening communities’ capacities to access resources;
- Reducing marginalisation through inclusive programming.
To this end, SI Bangladesh focuses the crux of its work on the WaSH and FSL sectors with a cross cutting them of integrated protection and resilience.
ABOUT THE JOB
The logistics coordinator steers a mission’s logistical activities in order to ensure that Solidarités International in-country programs run smoothly.
He/she implements Solidarités International mission procedures and logistical tools, and ensures that they are properly used and adhered to.
He/she participates in defining Solidarités International’s mission strategy, in drawing up projects and in assessing the resources needed for Solidarités International activities.
He/she supports the Head of Mission in operational security management.
He/she is the point of reference for the mission and serves as the link between headquarters and the mission for all matters relating to logistics.
RESPONSIBILITIES:
Supply management
- Analyze the purchasing environment at the national level and compile the purchasing environment analyses performed by logisticians
- Control the purchasing procedures of Solidarités International and of donors funding the mission’s programs
- Draw up a procurement table during the proposal editing process, according to the BOQ provided by the program managers and/or program coordinator
- Establish the purchasing Timeline per the activities schedule and contextual and procedural logistical constraints
- Train logistics officers in the tasks inherent in supply management
- Supervise the purchase processes and monitor adherence to validation rules and procedures.
- Monitor the bases’ purchase estimates and ensure that purchasing files are drawn up correctly mission-wide
- Ensure adherence to budget lines allocated to logistics, and monitor consumption of these lines
- Draft calls for to tenders and contracts that require coordination validation
- Select suppliers and negotiate prices, deadlines and terms of delivery
- Centralize durable equipment purchasing according to Solidarités International standards, and have them validated by the headquarters purchasing officer
Vehicle fleet management
- Scale the vehicle fleet according to activities, ensuring homogeneity within the fleet
- Ensure the sharing of the vehicle resources at base level
- Supervise the planning and execution of maintenance and repair tasks on mission vehicles
- Define the regulations relating to vehicles and personnel travel, and ensure that these are applied at all bases
- Consolidate and analyze monthly fuel consumption and implement a supply strategy for all consumables
- Supervise the administrative management of vehicle documents (log books, contracts, insurance, etc.)
Equipment park / telecommunications management
- Implement a strategy for replenishing the park
- Consolidate and update the condition of the mission park in real time
- Scale the equipment park according to activity, ensure that the pool remains homogenous and that Solidarités International standards are respected
- Ensure that mission resources are properly shared
- Scale a mission’s communication resources according to the field capacities and constraints
- Ensure that communication systems are properly installed, function well and are used correctly
Computer equipment management and monitoring
- Scale the amount of computer equipment needed by the mission
- Implement a strategy for backups, data security, anti-virus updates and for a correct use follow-up
- Offer technical assistance to the teams and organize training sessions
Stock management
- Consolidate and analyze monthly stock inventories
- Ensure compliance with Solidarités International storage procedures and format usage
- Insure that monthly physical inventories are carried out and reconciled with physical inventories
Human resource management
- Scale the mission’s logistics department according to the programs
- Implement a logistics strategy and set team targets
- Brief the logistics officers on arrival and support them in accomplishing their objectives throughout their mission
- Provide support and training sessions and materials to logistics officers
- Ensure good working and living conditions for all mission teams
Security
- Together with the coordination team, determine the resources to implement in order to ensure the teams’ security
- Monitor the implementation of these means and resources at the base level
- Train teams in the procedures relating to travel, communication and building security
- Supervise the execution of evacuation drills
Reporting / capitalization
- Consolidate, process and analyze monthly logistics reports of the bases and carry out logistics reporting to headquarters on a predefined schedule
- Be an active participant in drafting proposals and donor financial reports on behalf of the logistics sections
- Ensure that price and supplier lists are compiled, along with documentation requirements in effect (import – export, exemptions, taxes)
- Transmit procurement files for completed programs to headquarters according to the established schedule
- Participate in coordination meetings relating to logistics, represent Solidarités International when asked and/or delegated to do so

MAIN CHALLENGES FOR THIS POSITION
- Supporting the bases collective move into new 2019 programming and integrated programming;
- Bringing strong leadership to a logistics department that has struggled for the last 18 months.
- Optimizing the base Log HR team in collaboration with the FieldCo and Deputy FieldCo Logistics.
- Optimizing the contractor management processes
- Reviewing prevailing systems and processes while ensuring they are compliant to SI policies and/or logistics best practices.
- Support the recruitment and onboarding of a national logistics coordinator (if needed).
YOUR PROFILE
Education:
- Master’s degree is in related field or equivalent professional experience.
Experience:
- Substantial experience in a senior management position in an overseas NGO environment, ideally in both emergency and developmental contexts;
- Previous experience in strategy development
- Experience of logistics support for different fields: WASH, food security – livelihood and,
- Experience in leading logistics across multiple bases with multiple donors
- Experience of managing teams in multiple locations with various challenges;
- Experience of budget management;
- Experience of establishing strong working relationships with colleagues from different functions and cultures;
- Experience in Donor relations, (ECHO, OFDA, SDC, UN, BPRM, EuropeAid);
- Previous experience in South Asia (recommended);
- Previous experience with SI.
Technical skill and competence:
- Ability to analyze, monitor, and improve supply chain management
- Ability to optimize and monitor vehicle fleet management, experience in national vehicle tenders.
- Experience managing telecommunications including computer equipment.
- Ability to monitor stock management and make recommendations for improvement
- Ability to manage the logistics team and make recommendations for optimizing the HR setup.
- Experience managing security, including training, compiling incident reports, and security plan revision.
- Ability to facilitate logistics reporting across several basis and with HQ.
- Strong ability to build capacity of staff
Personal quality:
- Ability to take decisions and work in autonomy is essential;
- The candidate must display diplomatic and smooth leadership skills;
- An understanding of and commitment to SI’s mission and values.
Language: Good communication skills, with good written and spoken English
Other desirable qualities:
- Good analytical and reporting skills;

- Excellent interpersonal & communication skills;
- Experience in working in Myanmar or in another South East Asian country would be an asset.
SI WILL OFFER YOU
According to experience, starting from 2640 euros gross per month (2400 base salary + 10% annual leave allowance paid monthly)
and a monthly Per Diem of 450 USD
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Decent accommodation (private room, AC, hot water) and office in Dhaka.
SECURITY CONTEXT:
The security context in Dhaka is low risk. There is a significant green zone in which expats can move around by foot during the day. SI cars are available all day every day and there are a wide variety of restaurants available for the evening and weekends.
