CONTEXT

HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.

In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.

JOB DESCRIPTION

OBJECTIVES OF THE POST

• Development and implementation of HI’s operational strategy for humanitarian response in Cox’s Bazar area;
• Provide overall supervision and oversight of all HI’s programming in Cox’s Bazar area;
• Ensuring external representation at district level in relevant sector meetings, and replace the Area Manager when needed in his/her representation duty;
• Provide advice to the Project Managers in the implementation and monitoring of projects;
• Ensure the coordination and standardization of the programme across bases, reviewing management systems and proposing appropriate improvement;
• Coordinate strongly with the Technical Unit Coordinator and Technical Advisors on qualitative aspects of programming (including staff training);
• Conduct regular global meetings and workshops on operational aspects of the program in the area;
• Management and guidance of the HI operations team under your responsibility
• In coordination with the support services department, hold overall responsibility for operational compliance with donor and HI guidelines and procedures
• Regular analysis of progress against operational outputs and monthly budget reviews (in coordination with the Support Services department), and corrective action taken when necessary

SPECIFICITIES

Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There are lots of resorts, restaurants, bars providing international drink and food, as well as specific entertainement such as gym, spa, etc…
Travelling between the differents sites is easy : 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.

Security in Cox’s Bazar is sensitive with the presence of a growing number of foreign aid workers and the large number of refugee population. Although Bangladesh remains a family duty station, considering the security restrictions, HI does not recommend the position for families with schoolchildren. Cox’s Bazar remains a non-family duty station.

PROFILE

Qualifications/training: Bachelor’s or Master degree

Expériences:
o At least 4 years of professional experience in humanitarian / emergency contexts
o At least 3 years of experience in senior management of programs
o Previous experience in the region would be an asset
o Previous experience with Handicap International would be an asset
o Solid work experience one or more core sectors is a strong asset: health/rehabilitation (physical rehabilitation, psychosocial support), emergency responses (food / NFI distributions, logistics support) and disability, age and gender inclusion.

Competencies:
o Excellent English mandatory (oral and written)
o Good understanding of proposal development and donors’ guidelines
o Strong computer skills (use of MS Word, Excel, Outlook and other relevant software).

Personal qualities:
o Strong organizational skills
o Autonomous, reactive and able to deal with priorities
o Extremely rigorous and precise, attention to details
o Strong sense of diplomacy
o Able to work collaboratively in a team
o Strong interpersonal and intercultural skills
o Practical and problem solver
o Ability to summarize, share and consolidate information

CONDITIONS

• Starting date: ASAP
• Length of the contract: 12 months
• Contract: salaried contract from 2750€/month gross depending on experienc
• Per-diem: 536,55 €
• Hardship allowance: 250 €
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days each 3 months
• Accommodation: collective
