Humanitarian PROGRAMME Director

To work with the country humanitarian team, the Rohingya response team as well as with other program teams in Bangladesh to develop a stronger integrated team. Partnership with necessary knowledge, skill and competencies to achieve country aspiration of managing and the localising the emergency response and contributing to manage the CAT-2 level disasters along with the Global Humanitarian Team (GHT).

The Role:

You will lead, manage and coordinate Oxfam’s large-scale humanitarian intervention in Bangladesh (Rohingya Refugee Crisis & the Humanitarian Capacity building and Response team) to support the new humanitarian architecture which promote localisation and enhance the capacity and operational ability to manage the CAT -03 emergencies and provide leadership at the CAT-2 level disasters You will be delivering strategic management, representation, coordination, programme management, advocacy and programme support at senior level.

Leads the coordination, linkages and synergies within and between the long-term development and humanitarian programmes as well as contributes to linking these programmes with policy and advocacy in a manner that adheres to the one-programme-approach.

Engages in networking and contributes to representing Oxfam programme at different fora as may be delegated by the CD.

Develops good working relationships within Oxfam in and outside Bangladesh with donors, CSOs, official authorities and other agencies, being proactive in ensuring that Oxfam develops and maintains a positive profile.

Ensures that programme plans and budgets are in place, that costs are kept within budgets, and that Programme Managers / direct reports provide regular high-quality reports (including technical, financial, logistics and HR) for management, Monitoring, Evaluation and accountability purpose.

Provides strategic technical leadership in the fields of humanitarian preparedness and response and gender equality.

Ensures that the humanitarian programmes throughout Bangladesh is designed and implemented in a way which aspires to achieve Oxfam Programme and Technical standards.

What we are looking for:

Post graduate degree in international development, sustainable livelihoods, humanitarian, programme management or closely related fields.

A minimum of Ten years of experience in the field leading development and humanitarian programmes in one or more challenging contexts in developing countries.

Good understanding of development issues in general with significant knowledge and experience in one of the fields of: (a) sustainable livelihoods or, (b) emergency preparedness and response.

Strong understanding of humanitarian principles and how it is applied in emergency contexts, based on experience from different countries.

Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam's work.

Proven experience of building and leading diverse teams and; evidence of managing large complex teams.

Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.

Substantial experience in managing resources and external relationships.

Desirable:

Knowledge or experience of Oxfam's programme work.

Knowledge of Bangladesh context (preferably understanding the Bangla language) and/or dynamics in South East Asia

Understanding of the challenges of rapid onset emergencies and linking from relief to disaster risk reduction and development

Understanding of large-scale humanitarian responses (including humanitarian coordination and funding mechanisms).
