Bangladesh: International Consultant for National Evaluation Policy of Bangladesh

Introduction

According to the Article 32 (c) of the Allocation of Business under the Rules of Business 1996 of the Government of Bangladesh, Implementation Monitoring and Evaluation Division (IMED) is responsible to monitor and evaluate implementation of public sector projects included in the Annual Development Programme. In this connection, IMED conducts many third part evaluations or in-depth studies each year. The purpose of such interventions is to support implementing ministries / agencies in identifying implementation problems relating to the quality, time, and cost, and in prescribing remedial measures.

Currently, Social Policy Evaluation Analytics and Research (SPEAR) Section of UNICEF and Implementation Monitoring and Evaluation Division (IMED) of Ministry of Planning have engaged in a collaboration agreement on monitoring effective coverage of basic social services started since October 2014. Specific objective of the collaboration, among others, includes strengthen the capacity of relevant line ministries at national and sub-national levels on monitoring of the effective coverage of basic social services. The collaboration also covers supporting the Government in strengthening policy framework on evaluation, and build capacity of Government officials and training institutions in this area.

In this context, the country feels absence of stringent evaluation policy which will follow principles of independence and neutrality to disclose relevance, effectiveness, efficiency and sustainability of selected interventions implemented by public fund.

Under this backdrop mentioned above, the UNICEF funded project (CDMRI-ECBSS) -- being implemented by IMED -- included an activity regarding engagement of International Consultant to outline ‘National Evaluation Policy of Bangladesh’.

Purpose

The consultancy will cover following three main assignments:

  • To outline draft of National Evaluation Policy of Bangladesh
  • To suggest appropriate tools, and methodology on evaluation
  • To outline the modality of Bangladesh Evaluation Society
  • Scope of Services

    During the implementation of the assignment, the consultant is expected to perform the following:

  • Undertake a comprehensive desk review (synthesis and data analysis) of existing policies, administrative orders and related memorandum issued by IMED, Planning Commission, Finance Division, relevant ministries/agencies, and other non-participating entities where policies and strategies are national in scope and coverage.
  • Present international best practices and success stories, and provide advice to IMED for those that are applicable in Bangladesh setting.
  • Conduct interviews and meetings with implementing agencies, civil society organizations, academies, private partners and other key stakeholders.
  • Stakeholder analysis to understand the dynamics of evaluation, and capacity gaps on evaluation.
  • Make field visits to selected programs and projects where necessary.
  • Prepare a comprehensive report, reflecting the objectives, scope, process and tools of evaluation.
  • Participate in series of meetings with technical working group created for this activity.

  • Deliverables

    The key deliverable is the National Evaluation Policy framework in place for adoption of the Government of Bangladesh.

    Three major reports are expected from the consultant: (a) Inception Report (to be submitted one week after the start of the consultancy services); (b) modality of National Evaluation Society; (c) the Evaluation policy of Bangladesh, at the minimum, address the following sections:

  • Executive summary
  • Background (including basis and rationale)
  • Principles and Norms (international standards/principles on evaluation)
  • Legal and Budgetary Support: suggest a legal foundation to make evaluation mandatory, and ensure that the policy provide sufficient financial allocation guidelines to undertake monitoring and evaluations, and also make sure that there is a right balance between “monitoring” and “evaluation”. Preferably separate evaluation from monitoring to ensure balanced resource allocation for evaluation.
  • Should suggest proper institutional arrangements to place evaluation in a strategic context. And provide guidance on establishing links between Evaluation exercise and Performance Audit exercise by encouraging partnerships between evaluation institutions and performance audit institutions (i.e. Commission on Audit) with regard to accountability oriented evaluations.
  • Evaluation policy should also cover Roles and Responsibilities of managing evaluation in the departments (including a clear delineation on the accountability and learning objectives of evaluation, and who does what)
  • Provide guidance on Standards, Ethics and Guidelines (Quality of Evaluations) to be conducted
  • Capacity Development and Resources (including quality assurance and training dimensions, as well as knowledge management and dissemination of lessons learned – also references to organizations role in building the capacity of implementers and stakeholders)
  • Provide guidance on Evaluation Capacity Development to strengthen the professional evaluation capacity within the government through continuous staff training.

  • Advanced university degree (Masters or equivalent) in development studies, economics, and other related fields.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • Knowledge/Expertise/Skills required:

  • An individual consultant should have the following academic attainment and competencies:
  • 15 (Fifteen) year experience in Monitoring and Evaluation (M&E) systems preparation.
  • Demonstrate extensive experience in policy development, managing evaluations or other evaluative exercises particularly in government institutions or multilateral organizations.
  • Sound knowledge of evaluation policies and methods and their application in complex evaluative exercises.
  • Proven command in the use of written and spoken English
  • Excellent communication and interviewing skills

    Consultation Fees: US $ 10,000.00 (inclusive all) as lumpsum

    Travel: One round trip most direct economyairfare will be provided.

    DSA : No DSA will be allowed as the fee isincluded DSA.

    Payment Method: Compensation will be paid in two instalments (first instalment: 40 percent after submission of inception report; 60 percent after submission of validated National Social Policy on Evaluation.
