Context:

IOM Bangladesh is providing humanitarian assistance and facilitating access to basic services, particularly Health and Water Sanitation and Hygiene (WASH) services to the Undocumented Myanmar Nationals (UMNs) currently residing in the country’s Cox’s Bazar district (bordering Myanmar), numbering anywhere from 200,000 to 500,000 individuals. To ensure that this extremely vulnerable populations basic needs are met, IOM is providing primarily healthcare, water and sanitation assistance in the district, directed at both host community and the UMNs. IOM is also assisting the local administration in Cox’s Bazar in the coordination of the humanitarian assistance to the UMN and host community case load particularly through managing International Nongovernmental Organization (INGO) service delivery (Health and WASH), supporting overall coordination of activities to identify need, track service delivery across all sectors, and analyze gaps, and ensure that all stakeholders are adequately briefed on all developments and have access to transparent information on service delivery and project plans. With the financial assistance from European Commission Humanitarian Aid Office (ECHO) and Swedish International Development Agency (SIDA), IOM is in the process of implementing a project that would supplement IOM’s overall programme in Cox’s Bazar while reaching out to about 300,000 people in Teknaf sub district with the provision of Water Sanitation and Hygiene (both infrastructure & outreach).

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Manager (Sr.PM) in Dhaka, Bangladesh, the successful candidate shall be responsible for ensuring smooth and timely implementation of WASH activities.

Core Functions / Responsibilities:

  1. Successful implement programmatic and operational activities in Cox’s Bazar. Oversee the planning and implementation of the project activities in close coordination with the relevant units / teams, with a special focus on ECHO-funded initiatives.

  2. Create, deploy, and periodically fine-tune all programmatic activities, including database management and procurement. Ensure that all departments are smoothly coordinating together to achieve the programme objectives. Supervise all in-country Professional and General Service staff related to Cox’s Bazar operations.

  3. Maintain appropriate controls to safeguard the Organization’s assets, control cash, and prevent fraud. Strengthen internal controls by documenting and streamlining approval processes including control of accounts and of cash management. Ensure the safety and security of the staff working at the Cox’s Bazar sub-office and in the field.

  4. Supervise and guide the staff members stationed in the sub-office and initiate staff development activities.

  5. Maintain close collaboration and working arrangements with relevant stakeholders such as government entities, UN agencies, cluster partners, Red Crescent networks, and international NGOs to enhance the project’s effectiveness and avoid duplication.

  6. Identify new programme / project opportunities consistent with IOM’s mandate in the country, with a strong focus on adopting ECHO’s humanitarian assistance strategies. Support the development of new proposals.

  7. Coordinate resource mobilization efforts in developing new projects. Provide support regarding issues related to partnership agreements, including scaling up donor partnership, especially with ECHO.

  8. Plan and initiate development of appropriate information, education and communication materials and community outreach activities.

  9. Ensure participation of beneficiary communities in the implementation of the project.

  10. Prepare periodic reports (including from implementing partners) for donors on programme delivery, including interim and final reports on budgetary expenditures and results.

  11. Monitor the project budget and propose corrective measures in coordination with the Mission’s Resource Management Officer and the CoM.

  12. Organize the collection, processing, analysis, and documentation of project data, including dissemination of effective practice materials. Ensure a systematic approach in data handling.

  13. Ensure the integration of cross-cutting issues into the project.

  14. Represent IOM in meetings, workshops, conferences, and other events as necessary.

  15. Undertake duty travel relating to project activities, as required.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, International Relations, Public Health, Management or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the areas of migration management, humanitarian service delivery, and information management; • Experience in managing ECHO/EU-funded projects; • Prior experience managing a large field-level operation; • Proven track record of donor liaison and resource mobilization; • Experience in the development, implementation, analysis, and evaluation of Health and WASH programmes and protocols; • Experience in programme management, including budget planning and monitoring.

Languages

Fluency in English is required. Working knowledge of Bangla is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
