ABOUT THE MISSION

SI opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.

SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.

SI operates through three core stages of intervention, rapid response mechanisms in the aftermath of a disaster or emergency, early recovery/transitional periods and development. In line with the 2019/2020 country strategy, SI is focusing on four key strategic objectives:

  • Responding to the most urgent needs of conflict and disaster affected populations;
  • Strengthening the resilience of vulnerable communities to recurrent shocks;
  • Strengthening communities’ capacities to access resources;
  • Reducing marginalisation through inclusive programming.

To this end, SI Bangladesh focuses the crux of its work on the WaSH and FSL sectors with a cross cutting them of integrated protection and resilience.

ABOUT THE JOB

The HR coordinator coordinates the implementation of Solidarités International Human Resources policy.

As HR Coordinator he/she is responsible for the administrative aspects of the mission and ensures the respect by all of, Solidarités International procedures, the procedures of financial backers and the laws of the country in which SI is intervening.

He/she is the mission point of contact and the link between headquarters and the mission for any questions relating to Human Resources.

RESPONSIBILITIES:

Analysis of the socio-economic context

  • Track the change in the cost of living and the work market
  • Study the social, cultural and ethnic organization and the values and customs of the country in which Solidarités International is intervening
  • Study demographic elements, socio-professional make-up and HDI of the intervention country

HR management of expatriates and nationals

  • Ensure that HR procedures are respected and staff behavior are compatible with local culture, paying particular attention to gender issues
  • Inform the different members of the coordination teams about the methodology for performance reviews and ensure that they are implemented
  • Drive the implementation and improvement of Solidarités International training policy and monitor staff development
  • Ensure that disciplinary procedures are respected and confirm eventual sanctions
  • In partnership with headquarters and the head of mission take part in defining Solidarités International salary and social policies and implement these policies.
  • Support the management and settlement of conflicts
  • Update internal policies and procedures and the HR manual in accordance with developments within the legal framework or the understanding of that framework
  • Ensure the administrative monitoring of disputes and represent Solidarités International before administrative authorities and, if necessary, legal authorities
  • Oversee the administrative management of expatriate human resources

Team management

  • In partnership with the administrators define the needs for HR administrative personnel on the mission and recruit in accordance with the allocated resources and Solidarités International operational strategy
  • Coordinate, schedule and supervise the activity of the HR administrative team

Reporting/Communication

  • Establish and maintain relations at a national level with administrative authorities linked to HR.
  • Take part in drawing up proposals and donor reports, focusing on the analysis and the HR cost of the programs
  • Act as liaison between headquarters and the field for matters relating to Human Resources management and HR administrative reporting

ABOUT THIS POSITION

In early 2018 the Admin department was split into an HR department and a Finance department, both at the coordination level and at the base level. Good progress has been made to establish these independent departments but still further progress/analysis needs to be undertaken to ensure an optimal setup. At the base level a key component is the capacity building of the national HR staff to ensure they can become more autonomous and properly manage the base needs with 275+employees. The expat HRCo will also analyse the possibility of recruiting the HRCo position nationally in late 2019 along with the CD and if it’s agreed the HRCo will support the recruitment, onboarding and training of the new national HRCo prior to the end of their mission.

The main objectives of the position will also be:

  • Identification and implementation of a Training and Induction Policy
  • Revision of the Social coverage for our national employees

Currently there is a strong national deputy HR CO in place at the coordination level. The main focus will need to be on building capacity of the HR team at the base level which has struggled since the massive scale up in 2017. As of now there is an Expat Deputy Filed Coordinator for Finance and HR, supporting the needs of the HR department and a 3 people HR team led by a national HR manager. The aim is to eventually reduce the oversight of the Deputy Filed Coordinator for Finance and HR in late 2019 by consolidating the currently existing Deputy Filed Coordinator for Finance and HR and Deputy Filed Coordinator for Logistics positions into one Deputy Field Coordinator for Support position (expat). In order to achieve this the national team will need to increase their capacity well in advance of this consolidation.

Budget: ~ 8.5 M Euros, multiple donors

YOUR PROFILE

Education: Bachelor (or Master’s) Degree in Publication Administration or Human Resources Management.

Experience:

  • 3 years proven experience in a similar position in NGOs required
  • Previous experience in a similar position with significant HR volume (>200 staff recommended)
  • Proven experience in team management, team structuring

  • Previous experience with SI would be an asset

  • Previous experience in South East Asia would be an asset

Technical skills and knowledge:

  • Administrative management (Payroll, labor law, contract management..)
  • HR management: HR Sizing, Recruitment processes, Performance Evaluation, Evolution and Career management, Training…
  • Donors rules : EUaid / ECHO / UNHCR / AGIR / DFID
  • Reporting / Communication
  • Team management
  • Knowledge of payroll
  • Strong interpersonal and intercultural communication and coordination skills.
  • Strong capacity building skills.
  • Ability to effectively communicate HR policies to a wide range of employees with different levels of English comprehension.
  • Strong motivation to be part of a coordination team split across multiple bases.
  • Knowledge HR software is an asset

Languages: Full working proficiency in English (read, spoken & written)

Other desirable qualities:

  • Ability to work in multi-cultural environment
  • Ability to work under pressure

SI WILL OFFER YOU

A salaried post: according to experience from 2640 euros gross per month (2400 base salary + 10% annual leave).

Per Diem of 450 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

SECURITY CONTEXT AND LIVING CONDITIONS:

The office and guesthouse in Dhaka, located in apartments in Banani area, are very comfortable, including AC, running hot water, high speed internet. Teknaf office offers basic living conditions (no AC, limited private space) but with excellent atmosphere. Atmosphere in the guest house is warm and positive.
