Bangladesh: Micro Health Insurance Programme Manager

CONTEXT

In 2014, ATIA conducted an opportunity study in Dhaka (capital of Bangladesh), thus revealing a context in favour of the implementation of health-insurance schemes. This study has identified the workers of textile factories as a group of potential beneficiaries. Hence, ATIA and the IDKIDS group, more precisely the OKAIDI label, have decided to study the feasibility of this project and, eventually, its launching and implementation.

ATIA is looking for a Programme Manager (PM) to carry out a feasibility study and, if this proves to be convincing, to launch and implement a micro health insurance programme for workers of associated textile factories of the OKAIDI brand in Dhaka. In the long run, the activities could be extended to other destitute families of slums in Dhaka or other towns in Bangladesh.

MISSION

To carry out a micro insurance health insurance feasibility study for workers of textile factories in Bangladesh:

· Polish the definition of health requirements for workers, analyse the demand for micro health insurance (workers/employers/brands), define the product (subscription/health basket) and social health services (care, medical orientation, health prevention), analyse the offer (private insurance agents, health cover national programme), determine the organisation and institution model (status/governance), define the economic model;

· Elaborate a study protocol;

· Recruit a local team (medical council, investigators, data entry operator);

· Coordinate surveys among workers, leading factory teams, brands, health care provider, national authorities (ministry of health);

· Define a business case for the factories (absenteeism costs/of the productivity cost against the cost of health insurance );

· Analyse the results and write a report.

To launch and implement a micro health insurance programme for workers of textile factories in Bangladesh:

· Recruit an organiser who will be the local partner of the Programme Manager;

· Set up the administrative structure and control the administrative/legal constraints/obligations;

· Recruit, train, manage and lead the local team and the activities (membership, subscriptions, health funds and health providers, health social services, management of mutual funds and risk control, operational and financial reporting, etc.);

· Follow the quality of activities and the satisfaction of beneficiaries by regular field visits;

· Choose and manage the Data and Control system;

· Remain in relation with local authorities to report activities and, eventually, integrate them within the universal health coverage procedure.

PROFILE

· University degree in a related field (Business school, Political Science Institute, master in development economics...)

· Experience in project and team management

· Fluent English compulsory

· Propensity for field work

· Willpower to commit oneself to a development project for the most destitute population

· Strong autonomy

· Listening relational and adaptation capacities to the Bangladeshi context («diplomacy»)

· Experience in a developing country will be an advantage

STATUS

  • 3-month fixed term contract, followed by a permanent contract, if the feasibility study is convincing

  • SMIC/month + 13th month + field allowance

  • Full social security + repatriation insurance + annual trip to France
