Tdh:

Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Context:

Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and child protection. For the child protection component this includes: PSS activities in Child Friendly Spaces (CFS), Adolescent Clubs (ACs) and with Mobile Teams, Case Management & Alternative Care, Community approach and Capacity Building.

Under the supervision of the Field coordinator and with the direct support of the Child Protection Advisor, the main purpose of the position is to implement emergency child protection projects with a specific focus on the delivery of quality psychosocial services, case management and protection services to vulnerable children and their caregivers. The CP PM is responsible for:

  • Provision of Mental health and Psychosocial services via Child Friendly Spaces (mobile and static) and Adolescent clubs;

  • Provision of case management services for unaccompanied and separated children and other vulnerable children victims or at risk of violence, abuse, neglect, exploitation, early marriage, trafficking and/or sexual and gender based violence;

  • Provision of alternative care arrangements, including establishment of a network of foster families for children without parental care;

  • Provision of continued mentoring and coaching of PSS and case management teams to ensure the delivery of quality protection services for children at risk;

  • Strengthening child protection community-based formal and informal mechanisms, including mobilizing and reinforcing the capacity of existing community based committees in the camps and host communities;

  • Building positive and collaborative relationship with relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions of the target population

  • Working in complete line with the project strategy defined for the intervention.

  • Working in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the project.

Responsibilities:

Team Management & Human Resources Management

  • Train and manage programme staff, recruit and identify if needed

  • Participate in ensuring a positive working environment and good team dynamics (solve out potential conflicts), support coordination meetings and follow the staff under his/her direct responsibility on a regular basis

  • Create conditions for a good flow of operational information (verbal exchanges, e-mails, sitreps, reports, etc.)

  • Participate in the delegation coordination meetings

  • Develop his/her subordinates' self-reliance and encourage collaboration

Project Management

  • Develop, implement and monitor the Child Protection project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.

  • Ensure that activities are appropriately monitored and evaluated

  • Follow up on the Child Protection situation in Cox’s Bazar and activities’ impact and propose adjustments of the project strategy if needed

  • Identify logistic and admin support needs related to the CP project and communicate these to the relevant log/admin support person(s).

  • Forecast and follow up on expenditures related to the project.

  • Participate in budget revision exercises and prepare when relevant timely purchase requests in line with the project needs.

  • Support required actions by the administration related to protection team management and supervision.

  • Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).

Project Strategy, reporting and planning

  • Ensure timely and quality internal reporting through the Project Follow Up (PFU) and narrative report

  • Feed information to relevant Tdh colleagues

  • Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision

  • Participate in CP and PSS assessments in its geographical zone of intervention or outside.

  • Contribute to the development of quality project proposal

  • Participate in the review of the strategy for Cox’s Bazar

  • Contribute to the implementation of Tdh CPMS Institutionalisation Strategy Prepare kick-off, program and close out meetings

Coordination, representation and context follow up

  • Work in close collaboration and consultation with available government structures, non-government actors, cluster system

  • Coordinate with other departments (programme and support) as necessary

  • Ensure that CP team adheres to all relevant internal and external security protocols and support the CD/SFP to follow the context and security situation in the project areas of implementation

  • Increase Tdh visibility in terms of CP and PSS in Bangladesh

  • Participate in all relevant meetings

  • Ensure Tdh representation in front of clusters/sectors and donors when required by the line manager

Profile:

  • Experience in social work and case management preferably in emergencies

  • At least four years of experience in the implementation of CP projects, preferably in humanitarian contexts.

  • Excellent knowledge of the Log frame, proposal and budget development.

  • Proven knowledge of logistics implementation at national level.

  • Ability to work well and punctually under pressure.

  • A commitment to excellence; attention to detail.

  • Culturally sensitive, adapting his/her behavior and manners to the reality of Cox’s Bazar

  • Proactive and independent, able to work autonomously and to propose solutions to problems in a creative and realistic manner.

  • Able to work in a team, be it in a horizontal (together with the rest of departments, as well as externally with counterparts) or vertical (to the team managed by him/her).

  • Excellent communication skills in English. Bangladeshi or French is an asset.

Salary:

Expatriate contract under Swiss regulations 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
