MISSION CONTEXT
Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.
HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 HI in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, HI has gained significant experiences in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs).
Since the end of August 2017, due to the scale of the crisis in Cox’s Bazar, HI has expanded its existing response in order to accommodate emergency needs, as more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh, joining 300,000 to 500,000 Rohingyas already present in the country. In this context, HI is conducting the following activities through mobile units and static points to Rohingya refugees and host communities:
- provision of rehabilitation services
- provision of mental health psychosocial support
- distributions of NFIs (shelter kits, wash kits, hygiene kits, protection kits) and food items
- referrals to specialized protection services (SGBV and child protection services) and dealing with other protection issues (mainstreaming disability, gender and age)
HI has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs.
JOB DESCRIPTION
Based in Cox’s Bazar, under the responsibility of the Area Manager, the Technical Unit Coordinator is responsible for guaranteeing the technical and quality framework of HI’s activities in Cox’s Bazar. It includes:
- coordinating the Technical Unit for the Humanitarian Response in Bangladesh
- ensuring operations are compliant with HI technical guidelines (Physical Rehabilitation, Psychosocial support, Inclusion, Advocacy, Protection, Basic Needs, Capacity building, and any other sector that could be developed within the programme strategy) and potential minimum quality standards requested by donors
- participating in the definition of the program strategy and then ensure that its implementation is in line with quality standards
- supporting the design and implementation of the monitoring, evaluation, accountability and learning (MEAL) strategy
- promoting links between sectors, ensuring a comprehensive programming
- providing support to the implementation of the mission strategy on all technical aspects
- ensuring external representation in cluster meetings, sector working groups and other relevant forums
In terms of work relationships, the Technical Unit Coordinator will be placed under the line management of the Area Manager. S/he will receive technical support from HQ Technical Advisors, and will be in direct management & coordination of the field Technical Advisors, and the MEAL manager.

SPECIFICITIES
Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There are lots of resorts, restaurants, bars providing international drink and food as well as specific entertainement such as gym, spa, etc…
Travelling between the differents sites is easy: 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.
PROFILE
Qualifications/training:
- a higher education degree (Bachelor, Master or PhD) is a strong asset
Experience:
- at least 4 years of professional experience
- at least 2 years of professional experience in humanitarian or development contexts, preferably within an INGO and in an Humanitarian context
- at least 1 year of managerial experience with senior coordination responsibilities
- experience within one of the mission’s technical domains: physical or occupational therapy, psychosocial support, inclusion, access to services
- demonstrated previous experience in training and capacity building of staff
- previous experience in Bangladesh or in a neighbouring country is a strong asset
- experience of INGO representation, donor reporting and project development, from technical perspective, highly desirable
Competencies:
- strong interpersonal and intercultural skills
- strong communication skills
- ability to work under high pressure
- English language mandatory (oral and written), French appreciated
- strong organisational skills

CONDITIONS
- Starting date: 15/05/2019
- Duration: 12 months
- Contract: salaried contract (from 2800€/month gross depending on experience)
- Per-diem: 536,55€/month net
- Hardship allowance: 250€/month net
