Purpose of Activity/Assignment:
EPI has come a long way and the trend of immunization coverage, a key measure of immunization system performance, shows that the EPI in Bangladesh has a potential to reach 99% children as it does with the first antigen (BCG vaccine), though the Fully Vaccinated Children (FVC) are only 82.5% (CES 2016). However, this progress not even and inequalities exists between diverse groups and geographic regions i.e. urban & rural areas. The disparity exists along with the income and educational level of the mothers also.
On the other hand, urbanization in Bangladesh has progressed very fast and the urban slum population is growing even faster. Bangladesh has experienced one of the highest urban population growth rates (nearly 7 per cent per year in the urban slums) in the last three decades, more than 33 per cent (53 million) of the population are now living in urban areas (BBS 2011). According to Coverage Evaluation Survey (CES 2016), the immunization coverage of urban areas (77 %) of Bangladesh lags by 6 percent than national Coverage (83.5%). Which is mainly due to dichotomy of the health service delivery, i.e. MoH&FW, Locals Government Institutes and lack of dedicated vaccinators in the big Cities. In 2015, a draft urban immunization strategy was developed and this in process of revision for inclusion of areas of new development. The updated draft strategy is currently with MoH&FW for review by the Urban Health Coordination Committee.
In this context, Government of Bangladesh has decided to update draft urban immunization strategy and develop detail implementation plan to improve the immunization coverage with equity and quality.
There is a felt need to engage a senior national consultant to work with MoH&FW, MoLGRD&C, WHO and other partners to fast track the approval process of the strategy. The consultant will also work for the development of detail implementation plan of the strategy in consultation with various stakeholders.
UNICEF will engage another short-term consultant for costing of the detail implementation plan after getting approval by the government. Hence this consultant will also work with costing consultant to finalize the costed implementation plan of the Urban Immunization Strategy of Bangladesh.
Deliverables/Outputs:
1. Review the existing draft strategy and work with MoH&FW, MoLGRD&C, WHO, UNICEF and other partners for approval of draft strategy.
Deliverable: Approved Urban Immunization Strategy
2. Work to develop the detail implementation plan of the approved Urban Immunization Strategy, in consultation with government officials (including MoH&FW and MoLGRD&C), Local Government/City Corporation officials, with CSOs & Development Partners members of national immunization committee to gather necessary programmatic, financial and economic data.
2.1 Bilateral meetings, Focus Group Discussions with relevant stakeholders.
2.2 Two or three Consultative workshops with CSOs & Development Partners, Ministry (MoH&FW, MoLGRD&C) EPI-HQ, City Corporations and other stakeholders, to get feedback on draft implementation plan.

3. Work with costing consultant to cost the detail implementation plan.
Deliverable: Costing of detail implementation plan
4. Present the costed detail implementation plan to MoH&FW and MoLGRD&C and seek feedback.
Deliverable: Draft costed implementation plan with incorporation of feedback
5. Finalize costed detail implementation plan of Urban Immunization Strategy
Deliverable: Final Costed Detail Implementation Plan of UrbanImmunization Strategy.
