Organizational Setting

FAO's Sub regional Office for Central Africa is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing sub regional food, agriculture and rural development priorities. It develops and maintains relations with sub region-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the sub region with addressing sub regional food security, agriculture and rural development issues at country level. The Sub regional Office is a subsidiary of FAO’s Regional Office for Africa (RAF).

Reporting Lines

The Junior Professional Officer (Monitoring and Evaluation) reports to the Sub Regional Coordinator and works under the technical guidance of the Monitoring and Evaluation Officer at RAF.

Technical Focus

Contributes to FAO monitoring and evaluation of projects and programmes in the sub-region as well as in sub-regional institutions and member countries.

Key Results

Statistical, analytical and database/web services to support programme projects, products, publications and services.

Key Functions

· Analyzes relevant technical social, economic, environmental, and technology information, data and/or statistics for input in various documents;

· Maintains records and updates databases and web pages in collaboration with officers in charge of each sector;

· Provides technical support to various projects and ensure the inclusion of related indicators;

· Collaborates in the development of surveys and M&E training tools and materials ;

· Participates in the organization and follow-up of meetings, consultations and conferences, the production of required materials and the provision of information and assistance to partners;

Specific Functions

· Collects and analyzes data on programs and project in the sub region as well as in sub-regional institutions and member countries;

· Contributes to the preparation of regular reports and monitoring documents and provides inputs to member states on projects in the sub region;

· Supports the regular exchange of information on the programs and projects between the sub regional offices, regional office and headquarters;

· Supports the identification, formulation, implementation, monitoring and evaluation of programs and projects

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

· Advanced university degree in social sciences, economics, statistics project management or any other field related to the work of the Organization

· One year of relevant experience in projects/programmes formulation, appraisal and monitoring and evaluation

· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

· Work experience in more than one location or area of work, particularly in field positions is desirable

· Working knowledge of both English and French is desirable.

· Extent and relevance of experience in applying Results-Based Management methodologies

  • Extent and relevance of experience in identifying, reviewing, analyzing and monitoring programs and projects
  • Extent of knowledge in statistics, methodology of Monitoring and Evaluation (M&E), theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability and data management
  • Understanding of FAO’s policies and procedures for programming is considered an asset

· Candidates should be 32 years of age or younger as of 31 December of the year of application.
