Background
Since 1978, several waves of Rohingya people have crossed the border from Myanmar, seeking protection in Bangladesh. In 2017, unprecedented numbers of new arrivals joined the refugees already in Cox’s Bazar, bringing the total number of Rohingya in Bangladesh to nearly one million (UNHCR, Bangladesh Refugee Emergency Population Fact Sheet as of 14th June 2018, 2018). Since August 2017, over 700,000 Rohingya refugees have fled large-scale, systematic violence and human rights abuses in Northern Rakhine State, Myanmar, and settled in makeshift camps in the Ukhiya and Teknaf sub-districts of Cox’s Bazar, Bangladesh. Approximately 55% of this new influx are children, thus placing children at the forefront of the emergency response (Ibid).
ROLE PURPOSE:
The purpose of this 3-month position is to strengthen the emergency preparedness and response activities of Save the Children’s Child Protection team in the run-up to and during the monsoon season in Bangladesh. The post holder will support Project Managers to implement an emergency preparedness plan in an efficient and timely manner, focusing on procurement, capacity building, coordination of emergency response teams, and coordination with Shelter colleagues to maintain and repair child protection infrastructure (over 100 structures) in the camps, as needed. The post holder will lead teams to conduct rapid assessments and provide multi-sector first responder services, as needed.
The post-holder will report to the Child Protection in Emergencies Technical Advisor and is expected to be flexible in responding to changing needs and demands in the field. A calm, cooperative demeanour is essential as is the ability and willingness to work in challenging operating environments affected by flooding, landslides, and other emergencies.
Key Accountabilities
* Develop an emergency preparedness and response workplan and take responsibility for ensuring that actions are taken in a timely manner;
* Ensure that equipment needed to maintain the child protection programme and maintain/repair child protection infrastructure are procured and distributed in a timely manner;
* Work closely with Save the Children’s Shelter and Construction team to ensure that the safety of child protection structures is closely monitored and remedial actions taken as needed;
* Work with other agencies to build the capacity of members of Protection Emergency Response Units (PERU) and child protection focal points in Mobile Medical Teams (MMTs);
* Coordinate and lead Save the Children’s PERU and MMT child protection staff; and
* Develop a collaborative lessons learned report at the end of deployment.
EXPERIENCE AND SKILLS
* Masters’ Degree in Humanitarian Operations, Child Protection, Social Sciences or similar;
* Minimum 5-7 years’ humanitarian experience, including first phase emergency response;
* Good understanding of child protection programming;
* Experience of operating in environments affected by natural disasters (flooding, landslides, cyclones) is desirable;
* Professional qualification/certification in project management;
* Proven experience of logistics (supply chain, procurement etc) in emergencies;
* Experience of inter-agency coordination;
* Proven ability to conduct multi-sector assessments or inter-agency assessments including rapid assessments in early onset crises;
* Strong background in capacity building for colleagues of diverse backgrounds and experience;
* Good facilitation skills and ability to deliver briefings and trainings for a variety of audiences;
* Flexible work attitude and ability to work independently or within a small team;
* Ability to effectively communicate with a diverse and cross-cultural audience;
* A high level of written and spoken English, with ability to write clear and simple contextualised content; and
* Physically and emotionally strong.
