iDE, an international nonprofit organization based in Denver, Colorado, USA, currently operates more than 150 programs in Asia, Africa, and Latin America with funding from different donors. Since 1984, iDE Bangladesh (iDE-B) is implementing projects to creating income opportunities for the rural poor. As part of numerous projects, iDE-B has facilitated the provision of technologies, services, and capacity building to small/rural farmers, while actively fostering their participation in agricultural markets, to increase their incomes and capabilities. iDE-B has also undertaken market research and analysis and conducted training to enhance capacities at all levels of market actors in value chains. iDE Bangladesh is looking for qualified personnel for the following position for its Dhaka office.
The Finance Director in an integral part of the iDE Bangladesh leadership team and will be responsible for:
- managing overall finance, budget and general financial administration of the organization.
- providing leadership, supervision, capacity building and mentoring for all staff involved in finance.
- managing regular audit, contracts and financial reporting to all donors and iDE Headquarters.
- ensuring effective and efficient financial and grants functions and ensure protection, control & use of financial resources and costs.
- supervising all finance staff and advising program managers.
Duties and Responsibilities:
- Ensure all iDE-B projects and country offices are in compliance with financial and procurement procedures as required by iDE HQ and donor;
- Prepare financial reports for donors and iDE HQ in close collaboration with project manager/budget holders. This includes advising managers and making appropriate adjustments to budgets throughout the fiscal year;
- Ensure internal and external audit engagement and provide sound financial and compliance support to the Country Director;
- Lead and manage financial operations i.e. management of interest account, bank account, reconciliation, cash flow, receipts and disbursements of funds, control over petty cash flows, physical assets, including consumables;
- Manage host country agreements, in particular compliance with any applicable taxation or employment laws;
- Actively participate in new business development including leading financial and budgeting processes as well as project mobilization support.
- Contribute to Contingency plans and procedures in case of political/civil disruptions and natural disaster as a member of the Leadership Team.
Required Qualifications
- MBA, Masters in Accounting. Professional Qualification (CA, ICMA) will be treated as an added advantage
- 7 years’ experience in Finance management in international development organization, including 3 years’ experience as head of the department.
- Fluency in English required; Proficiency in Bengali preferred
- Excellent understanding of accounting principles and financial delegation of authority and checks and balances. Must be of the highest integrity and ensure transparency and accountability.
- Extensive experience with proposal & program development particularly budgets and financial & grant management and reporting to various donors
- Able to develop and oversee human resource management, inventory systems, procurement, and other policies.
- Must have outstanding knowledge on non-government financial policies, procedures, budgeting, accounting, grants management and financial reporting
- Experience of accounting software systems, specifically SUN would be valuable.
- Good knowledge and experience in liaising with Govt. of Bangladesh and NGO counterparts and understanding of Bangladesh regulations & policies concerning INGOs;
- Should have experience managing complex internal and external audits;
- Willingness to travel – nationally and internationally
