Context:
IOM places protection at the centre of its humanitarian action . Through its operations in all of the on-going crisis settings involving forced migration, IOM assists and protects migrants, displaced persons and affected communities. The Organization does so through its manifold activities ranging from camp coordination and camp management, to shelter and non-food items distribution, mental health and psychosocial assistance, emergency health assistance, land, property and reparations support and so forth . This includes prevention and response to gender-based violence (GBV) in camp and shelter settlements, prevention and response to child abuse, neglect, exploitation and abuse with specific focus to unaccompanied and separated children, humanitarian evacuations of trapped populations including migrants, protection from sexual exploitation and abuse committed by humanitarians, mental health and psychosocial assistance, civil documentation and prevention of statelessness and so on.
Multiple outbreaks of unrest in 2016 and 2017 in the Rakhine State of Myanmar triggered large influxes of Rohingyas crossing into Bangladesh through the borders in Teknaf and Ukhiya upazilas of Cox’s Bazar. Approximately 800,000 Rohingya have crossed into Bangladesh since
2017, increasing the total Rohingya population residing in Cox’s Bazar town, Ramu, Teknaf, and
Ukhia to an estimated 925,000. Almost fifty per cent of the crisis-affected Rohingya are children.
The speed and scale of the influx has resulted in a critical humanitarian emergency. The majority of the Rohingya rely almost entirely on aid from the international community. The
Rohingya population in Cox’s Bazar is highly vulnerable, having fled conflict with very few possessions and experienced severe trauma due to decades of systematic discrimination in Myanmar. The overarching priorities of IOM include the respect and protection of human rights of the crisis affected population, the improvement of quality and meaningful access to humanitarian services (such as health, shelter and NFI provision, water, sanitation and hygiene, site management) and as well as humanitarian coordination.
IOM also aims to provide a holistic protection response to the Rohingya and Host Community populations and ensure protection in mainstreamed across all sectors.
Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Protection Coordinator, the successful candidate will be responsible for supporting the formulation, design, planning, implementation monitoring and evaluation of IOM’s Child Protection programme in the Rohingya refugee response.
Core Functions / Responsibilities:
Maintain and expand IOM’s current child protection programme to respond to the needs of Rohingya and Host Community children, through direct implementation and establishment of partnerships with identified child protection actors.
Regularly participate in inter-agency protection fora regarding child protection and ensure that IOM’s child protection programme is coordinated with relevant actors in the field.
When needed and feasible, coordinate response to child protection cases of IOM’s concern and refer or treat them as appropriate (e.g. screening, interview, counselling, referral or assistance depending on programme’s scope and implementing capacities).
Ensure child protection staff are recruited and receive adequate training, coaching and supervision to ensure timely delivery of results and support staff wellbeing.
Support capacity building efforts for IOM protection staff and implementing partners on child protection related standards and tools.
Contribute to project development and reporting by providing technical input and advice for proposals and reports to ensure they are in line with IOM’s mandate and goals. Support donor and other reporting obligations by tracking and advising on projects and operational achievements, challenges, lessons learned and best practices.
Support the Protection strategy of the Mission by collaborating with all IOM units to ensure an integrated response to Rohingya and Host communities in Cox’s Bazar. Integration measures may include preparing a plan, holding training to sensitize staff, and assess progress while identifying gaps and taking action.
Conduct regular monitoring of project activities to ensure timely delivery of results, identify trends in child protection concerns and make sure that activities are addressing the current needs of children.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Work, Law, Social Sciences, Child Psychology or a related field from
an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Professional work experience at national and international levels in child protection, including minimum three years of filed work in emergency setting;
• Significant experience in child case management;
• Familiarity with UN system.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
