Human Resource Development (HRD) Associate (Government, GEDSI)

  • Full time for 12 months (with possible extension)
  • Based in Vientiane, Laos

The Program

The Laos Australia Institute provides the Human Resource Development (HRD) framework for the delivery of Australian Government scholarships, including Australia Awards Scholarships (AAS) and Laos Australia National Scholarships (LANS). The program supports HRD policies, planning and implementation for the Government of Laos (GOL); through work with two key counterpart organisations, the Ministry of Education and Sports (MOES) and Ministry of Home Affairs (MOHA). The program remains committed to ensure equity for women, people living with disability and those living in the Provinces (especially those in designated disadvantaged districts).

The Position

Reserved for Laos Citizens

The HRD Associate (Government, GEDSI) will be responsible for supporting the HRD Program Advisor in the delivery of Human Resource Development assistance to the Government of Laos and associated agencies. Reporting directly to the HRD Program Advisor the Associate will also enjoy a direct working relationship with senior staff at the Australian Embassy in Laos and will also work closely with other elements of the LAI program, including scholarships and alumni engagement.

Key responsibilities will include:

  • The role will provide both coordination and technical support, ensuring that the outcomes of organisational development and training in human resources build the capacity of identified government human resource management practitioners.
  • The role will additionally be responsible for the planning, coordination and implementation of women’s leadership programs and disability inclusive development
  • The Associate will be required to assist with LAI HRD (Alumni) projects/activities on a need’s basis
  • Ensure that Alumni have ongoing links with Australia and Australians and are contributing to cooperation between Australia and Laos
  • Ensure that Alumni are using their skills, knowledge and networks in the public and private sectors, to contribute to cooperation between Australia and Laos
  • Ensure Lao MOES and MOHA demonstrate improved HRD and HR Management practices

The Person

We are seeking applicants with tertiary qualifications in a relevant field such as human resource management, organisational development or training and delivery. We will consider applicants with 5 years’ experience working in a similar position or a combination of relevant education and work experience. To be successful in this role you will have demonstrated knowledge and experience of human resource management, organisational development and adult learning methodologies, including facilitation skills. You will also have significant experience in project and/or stakeholder management and/or training coordination. The successful candidate will also have demonstrated experience in applying policies, monitoring performance and ensuring quality of outcomes related to events and projects. Familiarity with the Lao and Australian higher education systems is desirable and demonstrated experience of gender and disability equity and social-inclusion related actions and activities will be highly regarded. You will also have a strong work ethic with very high attention to detail and have the capacity to deliver work on time. We are looking for an Initiator who is self-directed and can work independently as well as part of a team.
