Purpose of Activity/Assignment:

UNICEF has been supporting MOHFW in expansion and improvement of cold chain system at national and sub-national level. Under Gavi HSS2 support, physical expansion of EPI stores in 52 districts and expansion of cold chain capacity in 35 districts are in progress. In addition, proposed construction of new six-storied building in the existing compound after demolishing present two-storied building has initiated, which is challenging because of presence of multiple players and complex work. To ensure the quality and timely completion of cold chain expansion, there is need of continuous coordination with national EPI personnel to monitor the progress as well as to finalize the technical specification of cold room for central store.

Cold Chain Equipment Optimization Platform (CCEOP) support for Gavi eligible countries is for modernizing the cold chain technology. This platform includes the requirement that suppliers of cold chain equipment (CCE) are accountable for in-country logistics and installation of refrigerators; as well as training of health facility staff in preventive maintenance and proper use of the refrigerators. Bangladesh submitted application for funding under the CCEOP, which is approved by Gavi Secretary. UNICEF Supply Division (SD) has been appointed to procure the approved cold chain equipment and associated service bundle. The funding of CCEOP support will be channeled through UNICEF decided by MOHFW, which also needs additional staff to coordinate with UNICEF SD and country level concerned staff of DGHS.

UNICEF is providing technical support to EPI in facilitating the conduction of Study on use of long range vaccine carrier for decision making of shifting to cool water pack from the conditioned ice pack policy. The on-going study need to complete with proper monitoring and documentation of results.

The purpose of the consultancy is to provide technical support to DGHS on timely implementation EVM improvement plan, study on long rang vaccine carrier and CCEOP deployment plan. This consultancy will greatly contribute to leveraging UNICEF’s priority results through DGHS. Gavi acknowledged UNICEF’s contribution in each work stream and agreed to provide TA support in accordance with the approved TCA budget.

Deliverables/Outputs:

  • Provide technical support to EPI in finalization of the study conducting on use of long range vaccine carrier for shifting to cool water pack from the conditioned ice pack policy of cold storage
  • Provide technical support to EPI in documentation of results and conclusion of Study on use of cool water pack shifting from the conditioned ice pack policy
  • Coordinate with UNICEF SD and national EPI in implementation of Operational Deployment Plan (ODP) of CCEOP and follow-up cold chain rehabilitation and expansion plan at each level
  • Coordinate with UNICEF SD and national EPI in implementation of Operational Deployment Plan (ODP) of CCEOP and follow-up cold chain rehabilitation and expansion plan at each level
  • Technical support in planning and conducting EVM assessment in selected areas
  • Technical support in development of EVM Improvement Plan
  • Monitoring the implementation of Central EPI store construction as per the requirement of WIC
  • Provide technical support to EPI in finalization of specification and design of central cold room; coordinate with SD in finalization of tender documents and procurement process
  • Provide support to supplier/local partner during installation, commissioning and training of EPI personnel
  • Support in establishment of national training centre for Cold Chain & SCANU equipment’s
  • Support in establishment of national training centre for Cold Chain & SCANU equipment’s
  • Education:

    Master/Advanced university degree in Industrial or Mechanical Engineering or a similar field.

    Knowledge/Expertise/Skills required:

    A minimum of 10 years of relevant working experience in cold chain of EPI programmes, supply chain planning process, technology and organization design, particularly in Effective Vaccine Management and supply chain planning performance management. Working experience in the development of cold rooms’ design, technical specifications and WIC installation in accordance with WHO PQS. Previous working experiences with vaccine and cold chain management and operation with GOB high officials and UNICEF or WHO is an asset
