PROKAS aims to bring about changes in government and private sector policies, processes, systems and activities that will contribute to increasing transparency and accountability in selected thematic areas.
PROKAS-funded projects must support this overarching outcome by funding and supporting networks and coalitions of Civil Society Organisations to advocate changes or improvements in areas of common interest. Key stakeholders are civil society, the government and the private sector.
The British Council leads a consortium in which Palladium is a consortium partner. The MEL Lead will be employed on a fixed-term contract by Palladium.
The MEL Lead will oversee and support the effective implementation of the MEL framework for PROKAS. The position will be based in Dhaka with intermittent travel to project and partner locations. The role of the MEL Manager will be to track programme performance according to set benchmarks, contribute to structured internal decision-making processes and iterative learning, and evaluate the impact and effectiveness of the project. The MEL Lead will line manage both MEL Coordinators.
Design and quality assurance of monitoring system
* Develop a comprehensive understanding of issue-based projects and PROKAS’s role in supporting and facilitating them;
* Design, manage and implement systems for results-based monitoring of programme activities to ensure the quality of outputs and achievement of performance targets;
* Oversee and refine structure for organising data generated by the programme and quality assure data on the means of verification database.
Learning and adaptive management
* Establish and facilitate feedback forums on a regular basis to share accumulated learning across within the team and advise programme decision-makers on the improvements to activity design and implementation processes;
* Support the Team Leader to facilitate regular reviews of programme strategy and implementation experience;
* Lead the development and periodic refreshment of the programme ToC and issue-specific ToCs;
* Input into regular reviews of programme strategy, implementation experience and update the programme measurement frameworks as appropriate;
* Lead on the development of lessons-learned notes, as appropriate.
Reporting
* Oversee the collation, verification and triangulation of information supporting monthly, quarterly and annual progress and results reporting;
* Lead on authoring client-oriented quarterly and annual results reports and the PROKAS annual self-assessment for the Annual Review.
Research and Evaluation
* Contribute to identification of formative research studies to be undertaken by the programme, including but not limited to political economy analysis;
* Lead development of ToRs for formative research or evaluations to be undertaken by the project;
* Liaise with stakeholders and team members to collect and present success stories as well as highlight areas for improvement to be analysed during process evaluations and annual programme reviews;
* Commission and supervise consultants to support evaluation activities as needed;
* Coordinate with independent evaluators, provided an independent evaluation is commissioned, to share relevant programme data and provide an overview of internal MEL mechanisms pertinent to third-party assessments;
* Lead on preparation and evidence gathering for DFID Annual Reviews.
* Coordination and capacity building
* Work collaboratively to build the MEL capacity of the PROKAS team and issue-based partners;
* Coordinate with other TRIP components and other programmes to promote synergies across research, monitoring and evaluation frameworks, sharing of lessons learned and triangulation of observations.
Requirements
Essential
* Significant experience of M&E system design and implementation with responsibility for organisational/programme learning;
* Demonstrated understanding and experience of knowledge management and communication;
* Experience conducting monitoring or evaluation for DFID or another large bilateral donor;
* Bachelor’s degree (Master’s degree preferable) in a relevant subject such as social science, political science, organisational development, M&E or similar;
* High degree of proficiency in spoken and written English;
* Track record of experience of M&E capacity development of partner organisations;
* Ability to effectively operate MS-Excel and other relevant software for effective MEL processes;
* Willingness and commitment to learn and improve; and
* Good analytical and problem-solving skills.
Preferred
* Experience implementing flexible/adaptive programming or designing monitoring systems to support this implementation;
* Demonstrated formal training in the area of monitoring and evaluation a plus;
* Knowledge of gender equality and social inclusion (GESI) and practical experience mainstreaming GESI;
* Good knowledge of value for money (VFM) approaches; and
* Professional fluency in Bangla
