The National Democratic Institute (NDI) is seeking to hire a Resident Director to serve as Chief of Party (COP) to support a political party development program in Bangladesh. The position is based in Dhaka, Bangladesh.
This position is contingent on funding from the donor.
BACKGROUND
The Institute has been involved in Bangladesh since 1988 and maintained a field office from 1998 until 2015. NDI has conducted a range of programs to assist Bangladeshis in their efforts to consolidate democracy and increase citizen participation. The Institute has worked to expand democratic processes within the four major political parties by encouraging multi-party dialogue, strengthening the role of parliament, increasing constituency outreach, and enhancing the legitimacy of the electoral process. In addition, NDI has worked closely with Bangladeshi nongovernmental organizations (NGOs) on strategic planning, program development and election monitoring, and has provided technical assistance in promoting citizen participation in the democratic process.
Primary Responsibilities
Oversee the implementation of NDI's programs in Bangladesh, including the planning and coordination of activities to increase political parties' responsiveness to citizens;
Establish and maintain working relationships with Bangladeshi political party, civil society, and government leaders;
Manage a diverse team of staff and provide technical assistance, as needed, to NDI partners on policy and platform development for political parties;
Oversee program spending and manage the reconciliation of program expenses, ensuring adherence to NDI and donor financial rules and regulations;
Provide day-to-day management and professional development of national staff and international consultants, and ensure that program activities are effectively completed;
Ensure the timely submission of program materials, including work plans and regular reports that evaluate political and party developments in Bangladesh,
Monitor and evaluate program impact, collect results and high-quality data;
Liaise regularly with NDI's DC-based teams to ensure well-timed support for program activities and compliance with NDI and donor policies;
Represent NDI to Bangladeshi government officials, party, political and civic leaders, and to the US Embassy, USAID and other donors, and local and international non-governmental organizations.
Required Experience
Master's Degree, preferably in International Relations, political science or related subject;
A minimum of fourteen (14) years of experience in relevant work as a political party trainer or working with political parties at the state/provincial and/or national level.
Experience in democratic governance development, preferably with political party organizations;
Experience in implementing large USAID-funded international development programs;
Ability to live and work in a challenging political environment;
Experience in results-oriented program design, strategic planning, and program evaluation;
Demonstrated ability to work effectively with senior political and party leaders, as well as members of the donor and diplomatic community;
Demonstrated training experience and workshop facilitation skills;
Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;
Proven capacity to meet program goals while managing financial and administrative responsibilities;
Proven capacity to communicate skills and experience to others as a trainer and advisor;
Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English;
Extensive project management and coordination skills;
Exceptional analytical skills for interpreting complex program and political issues;
Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
Experience working and living outside of the US preferred;
Knowledge of Google applications, PC-based word processing, database and spreadsheet applications, and e-mail technology;
Fluent in written and spoken English; knowledge of Bangla a plus.
