Background
Save the Children (SC) is an independent child rights organization operating in Bangladesh since 1970. Its program areas span across six thematic sectors: Child Rights Governance and Child Protection, Health- Nutrition-HIV/AIDS, Child Poverty, Humanitarian and Education.

For nearly 50 years, Save the Children Bangladesh (SCiBD) and its partners have improved the lives of millions of children by providing them access to protection, participation in decisions that affect their lives, basic education with vocational skills, proper healthcare and a healthy environment. SCiBD implements many thematic programs and some of the large projects are in the Education Sector.

Objective

To develop proposals for programs which address issues in the education sector focusing on 1) priorities for delivering inclusive education 2) program approaches to scale up inclusive education 3) Influencing system level reforms 4) Quality education 5) Teachers professional development, school/community level resilience, system strengthening and capacity building 6) Accelerated Non Formal Education for out of school children, improving teachers capacity & trainings, working in close collaboration with Government system at central and District levels, strong local level linkages at the field, enhancing early grade reading, numeracy & community mobilization, special focus on girls education and hard to reach children in remote locations, innovation & cost effectiveness.

SCiBD will contract the services of consultants with proven experience in developing and operationalizing large programs in the Education Sector.

The consultant will be hired on assignment basis from the Empaneled pool as when there is a requirement for the same.

  1. Scope of Work
    Carry out a secondary data analysis of Government of Bangladesh’s Education programs in Cox Bazar & across Bangladesh • Review the needs which are left unaddressed in the said programs • Familiarize with current SCiBD programs in Education sector • Review PEDP 4 • Ensure a participatory process in coming up with the proposal by interacting with other stakeholders • Deliver solid technical proposal write-ups.
  2. Methodology
  3. Desk based with a write shop of 5 – 7 days in Dhaka, the proposals will be based upon existing information available and discussions with staff members, partners, stakeholders, donors but may also require visit to the focus geographical locations that might be finalized in due course.
  4. Time Frame
    Once empaneled the quote from the consultant will be valid for one year.

  5. Qualification Requirement for the Consultant
     Have relevant knowledge and skills required in this TOR.
     In-depth knowledge/ understanding of Education Sector in Developing Country scenario.
     Successful track record of writing winning proposals for Multilateral / Bi – lateral RFP’s.
     Demonstrated strong research and proposal writing skills.
     Good analytical and report writing skills.

  6. Deliverables
    The consultant will be expected to deliver high quality technical proposal write ups in specified formats which will be shared at the time of contract signing.

  7. Supervision
    The consultant will report to the Sector Director Education and Deputy Country Director Programs.
