Purpose for the job:
Under the direct supervision of the Chief of Field Office, the Adolescent Specialist is accountable for the overall programme planning, implementation, monitoring, reporting and administration of the integrated adolescent programme in Rohingya camps and host communities in Cox’s Bazar District and its extension to affected youth.
Key function, accountabilities and related duties/tasks:
Knowledge Management for the Integrated Adolescent Programme
Ensure that the integrated adolescent programme in Rohingya camps and host communities is strengthened by knowledge management through data collection and analysis, as well as complete and accurate reporting. Participate in relevant national, regional and global networks focused on adolescent and youth programming, including Generation Unlimited, to ensure that the integrated adolescent programme is informed by the latest evidence-based best practices.
Programme Development and Management
Ensure the quality of the integrated adolescent programme through consistent and effective planning, design, implementation, monitoring and/or evaluation of the integrated adolescent programme. Pilot and scale up the extension of integrated education and protection services to youth affected by the crisis. Coordinate the preparation and management of implementing partnerships required to deliver the programme. Administer a consistent and transparent monitoring system to provide an accurate analysis of trends and their implications for ongoing programmes and projects. Based on this system, prepare programme recommendations for inclusion in formal programme documentation, including new approaches, methods and practices.
Optimum Use of Programme Funds
Assist in establishing programme work plans and monitor progress and compliance with contract management and partnership management. Maintain oversight of allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated. Take appropriate action to optimize the use of programme funds.
Programme monitoring and evaluations effectively conducted to improve programme performance
Ensure programme efficiency and delivery through a transparent approach to programme planning, monitoring and evaluation. Identify and oversee the development of a system to ensure the availability of reliable age, sex and disability disaggregated programme data. Undertake field visits to monitor and assess programme implementation and decide on required corrective action. Lead semi-annual integrated adolescent programme review meetings with counterparts.
Effective Resource Mobilization and Partnerships
Lead efforts to mobilize funds to support the integrated adolescent programme from public and private partners. Identify new opportunities for partnerships to develop the potential of adolescents and youth in Cox’s Bazar District. Participate in information exchange through donor and media visits as well as in the development of training and orientation materials for staff and partners implementing the integrated adolescent programme. Ensure the timely preparation of regular and annual programme status reports.
To qualify as an advocate for every child you will have…
● Education: Advanced university degree in Social Sciences, International Relations, Government, Public or Project Administration, Public Policy, Social Policy, or other relevant disciplines.
● Work Experience:A minimum of eight years of professional experience in social development planning and management in adolescent development related areas is required. Experience working in an emergency/humanitarian context is considered as an asset. Relevant experience in a UN system agency or organization is considered as an asset.
● Language Proficiency:Fluency in English. Knowledge of another UN language would be an asset.
